Regulations of Hebei Province on the Administration of Language Application

Article 1 These Regulations are formulated in accordance with the relevant provisions of the Constitution of People's Republic of China (PRC) and national laws and regulations, combined with the actual situation of this province, in order to popularize Putonghua, standardize the Chinese characters used in society and make the spoken and written languages better serve the construction of socialist material civilization and spiritual civilization. Article 2 Putonghua refers to a modern Chinese dialect with Beijing dialect as the standard pronunciation, northern dialect as the basic dialect and typical modern vernacular as the grammatical norm.

Standardized Chinese characters refer to simplified Chinese characters and traditional Chinese characters that have not been simplified. Article 3 All citizens who use Chinese language and characters within the administrative area of this province shall use Putonghua when engaging in political, economic, cultural and other social activities, and must use standardized characters, and abide by other provisions of the state on language and characters.

Citizens of ethnic minorities who use Chinese language shall also abide by these regulations. Article 4 People's governments at all levels shall make plans and take measures to strengthen their leadership over language and writing work. Article 5 Language and writing committees at all levels shall be responsible for the publicity, guidance, coordination and supervision of the promotion of Putonghua and the use of standardized characters in their respective jurisdictions.

Under the guidance of the Language Working Committee, all relevant departments shall be responsible for the management of language application according to their respective responsibilities:

(a) the administrative department of press and publication is responsible for the management of Chinese characters in newspapers, periodicals and books;

(2) The administrative department for industry and commerce is responsible for managing the use of Chinese characters in enterprise names, product trademarks and various advertisements;

(three) the place name management department is responsible for the management of Chinese characters in place names;

(four) education, science and technology, culture, health, radio, television, posts and telecommunications, railways, transportation, urban and rural construction, commerce, tourism and other departments are responsible for the management of Chinese characters and the promotion of Putonghua in this system. Sixth education administrative departments at all levels shall formulate plans and measures to promote Putonghua in local schools. The school is an important place to promote Putonghua, which should be included in the work plan, put forward clear requirements and establish necessary rules and regulations. Teachers must use Putonghua for education and teaching. Students in normal colleges and primary and secondary schools should learn and insist on using Putonghua. Article 7 The working language of State functionaries, army commanders and soldiers, and people in various industries who serve production and life shall be Mandarin. Article 8 Chinese characters used in society refer to Chinese characters for public use, and their scope mainly includes:

(a) newspapers, periodicals, books and other publications;

(2) Laws, regulations, decrees, official documents, notices, publicity materials, telegrams, tickets, certificates, slogans, signs, official seals, certificates, prizes and business cards;

(3) Commodity name, commodity package, commodity description, trademark identification and advertising language;

(4) all kinds of place names (including the names of physical geographical entities, administrative divisions, residential areas and stations, stations, ports, airports, roads, streets and other names. (a place name), the name of the unit and the words on the plaque;

(five) movies, television, drama and other screen and audio-visual products;

(6) Chinese characters for computer information processing;

(seven) all kinds of cultural and sports activities and meetings. Ninth social Chinese characters must implement the following standards:

(1) The font of Chinese characters shall be based on the List of Modern Chinese Common Characters jointly issued by the State Language Commission and the State Press and Publication Administration on March 25th.1988;

(2) Simplified Chinese characters shall be subject to the Summary of Simplified Chinese Characters, which was republished by the State Language Committee on June 1986 10 with the approval of the State Council;

(3) The words with different pronunciations are subject to the Pronunciation Table of Words with Different Pronunciation in Putonghua jointly issued by the State Language Commission, the State Education Commission and the Ministry of Radio and Television on February 27th. 1985. Article 10 Chinese characters used in society shall meet the following requirements:

(a) standardized, clean and easy to identify;

(2) Generally speaking, payment should be made horizontally from left and vertically from right to left. Eleventh unless otherwise stipulated by the state, it is forbidden to use the following nonstandard words in social Chinese characters:

(1) Simplify traditional Chinese characters;

(2) Variant characters that have been eliminated;

(3) The abolished simplified Chinese characters and the characters in the Second Simplified Chinese Character Scheme (Draft);

(4) Old glyphs that have been eliminated;

(five) the changed names of uncommon places and the names of units of measurement in the old translation. Twelfth in any of the following circumstances, it is allowed to use or keep traditional Chinese characters and variant Chinese characters:

(1) Ancient books compiled and published;

(2) Cultural relics and historic sites;

(3) Calligraphy works of art;

(4) influential time-honored plaque;

(5) Trademarks registered before the implementation of these Regulations;

(6) Chinese newspapers, periodicals, books, audio-visual products, etc. Published in Taiwan Province Province, Hongkong, Macao and other overseas regions and photocopied and reproduced according to law;

(seven) approved by the provincial language work committee, the other is really necessary to use or keep. Thirteenth after the implementation of these regulations, the nonstandard Chinese characters in society must be corrected. Large metal, cement, stone carvings, neon signs and other irregular words are difficult to correct immediately. With the consent of the local language and writing Committee, it can be corrected within a time limit, but before correction, standard plates must be made and hung in an obvious position.
