Trial Regulations on Statistical Professional Positions
Chapter 1 General Provisions
Article 1 In order to give full play to the enthusiasm and creativity of statisticians and encourage them to work in the construction of socialist modernization In order to make greater contributions, these regulations are specially formulated in accordance with the regulations of the Central Committee and the State Council on reforming professional title evaluation and implementing the appointment system for professional and technical positions.
Article 2: The titles of statistical professional positions are: senior statistician, statistician, assistant statistician, and statistician. Senior statistician is a senior position; statistician is a mid-level position; assistant statistician and statistician are junior positions.
Article 3: To establish an appointment system for statistical professional positions, professional positions should be set up according to actual needs. For units that need to set up statistical professional positions, positions at all levels should have certain structural proportions and quotas.
Article 4 When setting up statistical professional positions, a strict job responsibility system, assessment system, reward and punishment system must be established according to the requirements of the work. Each employing unit must determine the responsibilities and authorities of employed personnel in accordance with the responsibilities of statistical professional positions stipulated in the Statistics Law and these Regulations and in combination with the actual conditions of the unit.
Chapter 2 Basic Conditions for Appointment
Article 5 Personnel holding statistical professional positions must support the leadership of the Communist Party of China, love the socialist motherland, and conscientiously study Marxism-Leninism Mao Zedong Thought, love statistical work, actively study business, abide by disciplines and laws, adhere to principles, seek truth from facts, and strive to serve socialist modernization.
Article 6 Statisticians
1. Master general statistical professional knowledge and computing technology.
2. Be able to accurately and timely fill in or summarize reports in accordance with the provisions of the statistical system and statistical methods.
3. Ability to perform general processing, management and simple analysis of statistical data.
4. The one-year internship period expires after graduating from a secondary vocational school or a junior college.
Article 7 Assistant Statistician
1. Master basic knowledge of statistical theory and relevant business knowledge, and be familiar with computing technology.
2. Be familiar with relevant statistical systems and methods, and be able to fill in or summarize reports accurately and timely.
3. Be able to formulate relatively simple statistical survey plans and conduct independent surveys and research.
4. Be able to systematically process and organize statistical data and provide analysis and research reports.
5. Obtain a master's degree; obtain a graduate course completion certificate or obtain a second bachelor's degree; graduate from a university and serve as a statistician for one year; graduate from a junior college and serve as a statistician for more than two years; graduate from a secondary vocational school as a statistician member for more than four years.
Article 8 Statistician
1. Master more systematic theoretical knowledge and more business knowledge in this major.
2. Have certain statistical work experience and be able to formulate statistical survey plans and organize their implementation.
3. Be able to conduct investigation, research and comprehensive analysis of socio-economic issues related to the major, and write statistical investigation reports with a certain level or papers with certain application value and academic level.
4. Be able to read foreign books and periodicals in this major.
5. Obtain a doctoral degree; obtain a master's degree and work as an assistant statistician for about two years; obtain a graduate course completion certificate or obtain a second bachelor's degree and work as an assistant statistician for more than two years; graduate from a university and serve as an assistant statistician Be a teacher for more than four years; graduate from a junior college and work as an assistant statistician for more than four years.
Article 9 Senior Statistician
1. Master systematic knowledge of statistical principles and relatively rich business knowledge.
2. Have rich experience in statistical work and the ability to solve major problems in statistical work.
3. Be able to conduct systematic investigation and research on social and economic issues, write higher-level statistical investigation reports or papers with higher application value and academic level, or be able to analyze statistical theory, statistical system and statistics methods to conduct scientific research and make valuable suggestions.
4. Master a foreign language.
5. Those who have obtained a doctorate degree have worked as a statistician for more than two years; those who have a bachelor's degree or above have worked as a statistician for more than five years.
Article 10: In order to broaden the scope of talents, statisticians who have real talents, strong work ability, significant contributions, and meet the qualifications for the position, although they do not have corresponding academic qualifications, have passed the assessment and review. Recruit (appoint) corresponding statistical professional positions.
Chapter 3 Responsibilities
Article 11 Statistician: Responsible for the statistical work of a position. Fill in or summarize statistical reports formulated by the state and relevant departments in a timely and accurate manner, and conduct general processing, organization and simple analysis of statistical data.
Article 12 Assistant Statistician: Responsible for a position or organization to guide a certain aspect of statistical business work in a profession. Develop relatively simple statistical survey plans and conduct independent surveys and research; collect and summarize statistical data in a timely and accurate manner, and conduct relatively systematic processing, analysis, and research; guide statisticians to improve their professional level.
Article 13 Statistician: Responsible for organizing and guiding the statistical work of a unit or a profession. Formulate statistical survey plans, organize and implement social and economic surveys within a certain range; systematically process and organize statistical data, and write analytical reports with a certain level; guide assistant statisticians to improve their professional skills.
Article 14 Senior Statistician: Responsible for organizing and guiding the statistical work of a region, a department, and a profession. Formulate large-scale statistical survey plans, organize and implement large-scale socio-economic surveys; make scientific predictions and forecasts on the current status and development of social economy; guide and train intermediate statistical professionals.
Chapter 4 Evaluation and Appointment (Appointment)
Article 15 The evaluation of the qualifications of statistical professionals shall be based on the basic conditions for the employment of statisticians, and the performance and performance of the statisticians shall be evaluated. The ability to perform job responsibilities will be comprehensively evaluated and reviewed.
Article 16 The appointment (appointment) of professional statisticians to professional positions shall be made by the applicant or recommended by the organization. After review and approval by the Statistics Professional Position Evaluation Committee (referred to as the evaluation committee), if the applicant meets the corresponding conditions, the unit administrator shall Leaders or cadre management authority shall be selected by the corresponding administrative leaders based on work needs and job quotas, and a letter of appointment or appointment shall be issued and issued. No appointment or appointment shall be made without review and approval by the evaluation committee.
Article 17 The evaluation committee shall be composed of statisticians with higher professional and technical levels or higher professional positions, decent style, and fair handling, among which middle-aged and young people shall account for a certain proportion. Candidates for the review committee are recommended by the statisticians of the unit, nominated by the unit's statistics director, and approved by the unit leader. Candidates for the intermediate position evaluation committee must be submitted to the statistics department at the next higher level for approval. The senior position evaluation committee is established by the ministries and commissions of the State Council and each province, autonomous region, and municipality directly under the Central Government. If the unit's professional and technical strength is weak, the evaluation committee of the higher-level statistics department may also perform the evaluation on its behalf. It may also hire experts from external units and experts from the unit to form an evaluation committee to undertake the evaluation task.
Article 18 During the period when statisticians hold statistical professional positions, they shall receive corresponding position wages in accordance with the relevant national wage system regulations. After being transferred from the original position or statistical department, the original professional position will be automatically relieved.
Article 19 When evaluating, hiring or appointing statisticians to professional positions, the principle of meritocracy must be adhered to and unhealthy tendencies must be opposed. Those who forge academic qualifications and qualifications, lie about their achievements, and obtain professional positions by deception should be dismissed or removed from their statistical professional positions. If the circumstances are serious, appropriate sanctions should be given.
Chapter 5 Supplementary Provisions
Article 20 The National Bureau of Statistics guides the evaluation and appointment of statistical professional positions nationwide. The right to interpret these regulations belongs to the National Bureau of Statistics. All provinces, autonomous regions, municipalities directly under the Central Government, and ministries and commissions (bureaus) of the State Council may formulate implementation details for their respective regions and departments based on the provisions and implementation opinions of these Regulations and submit them to the National Bureau of Statistics for filing.
Article 21 These regulations apply to state agencies and public institutions. Enterprise units shall, in accordance with the deployment of the Central Leading Group for the Reform of Professional Titles and with reference to the principles stipulated in these Regulations, formulate implementation measures by all provinces, autonomous regions, municipalities directly under the Central Government, and ministries and commissions of the State Council.
The Chinese People's Liberation Army may formulate implementation measures in accordance with the relevant provisions of these regulations.
Article 22 These Regulations shall be implemented on a trial basis from the date of approval.
