Why use the word "secretly"? It turns out that in the early Northern Song Dynasty, the children of the royal family were not allowed to be officials or take part in the imperial examinations, so as not to interfere in state affairs. In Song Shenzong, in order to solve the livelihood problem of distant imperial clan children, the court allowed them to take the imperial examination and enter the officialdom.
