Section 1 General Provisions

Article 3.1.1 The cultural center should generally consist of a mass activity part, a learning and guidance part, a professional work part and an administrative management part. Various types of buildings can be added, deleted or combined according to different scales and usage requirements.

Article 3.1.2 The various types of buildings in the cultural center should have greater adaptability and flexibility in use, and facilitate unified management of partitioned use.

Article 3.1.3 When the cultural center sets up activity rooms exclusively for children and the elderly, they should be arranged in a safe and convenient place with local orientation and access, and there should be separate toilets suitable for children and the elderly. .

Article 3.1.4 The design of the children’s activity room should be in line with the psychological characteristics of children, with lively decoration and bright colors.

Article 3.1.5 Rooms for mass activities should use floors that are easy to clean and wear-resistant; activity rooms for children and the elderly in severe cold areas should have warm floors.

Article 3.1.6 Cultural center buildings with rooms for mass activities and learning and guidance on the fifth floor and above should be equipped with elevators.

Article 3.1.7 The ratio of the window openings of various types of rooms to the floor area of ??the room should not be lower than the requirements in Table 3.1.7.
