The first one is immoral as you said, but talented, scheming and intelligent. He knows he knows how to borrow money and pay it back, so he can borrow it next time.
Although the second man is honest, he has no talent. He doesn't know how to be a man and do things, and he doesn't know human accidents. He thought that his friends wouldn't mind if they didn't pay back the money they borrowed for a long time.
Therefore, the first person should use his talents on the right path, which requires virtue to restrain him.
The second person is very good, what needs to be learned is talent and wisdom.
Only by having both ability and political integrity can we achieve great things and be useful people.
Virtue without talent is difficult to accomplish;
Talent without virtue will bring disaster to the country and people.
