Administrative Measures for the Identification of Representative Inheritors of National Intangible Cultural Heritage (effective from March 1 2020)
Article 8 A citizen of China who meets the following conditions may apply for or be recommended as a representative inheritor of national intangible cultural heritage:
(a) engaged in the practice of intangible cultural heritage for a long time, and master the knowledge and core skills of national intangible cultural heritage;
(2) It is representative in a specific field and has great influence in a certain area;
(three) play an important role in the inheritance of this intangible cultural heritage, actively carry out inheritance activities and cultivate inheritors;
(4) Being patriotic, law-abiding, moral and artistic.
Personnel engaged in the collection, collation and research of intangible cultural heritage materials shall not be recognized as representative inheritors of national intangible cultural heritage.
Article 9 When a citizen applies for a representative inheritor of national intangible cultural heritage, he shall truthfully submit the following materials to the competent department of culture and tourism where the representative project of national intangible cultural heritage is located:

Units directly under the central department may directly recommend representative inheritors of national intangible cultural heritage to the Ministry of Culture and Tourism through their competent units, and the recommended materials shall include the contents of the preceding paragraph.
Article 10 After receiving the application materials or recommended materials, the competent department of culture and tourism shall organize experts to review and report them step by step.
