This story comes from Lu's Spring and Autumn Annals. When Duke Jinping was emperor, there was a place called Nanyang that lacked officials. Qi Huangong Jinping asked Qi Huangyang, "Who do you think can be a county magistrate?" Qi Huangyang said: "Xie Hu is a good man, and he is suitable to be the county official." Gong Ping was surprised. He asked Qi Huangyang, "Isn't Xie Hu your enemy? Why did you recommend him? " Qi Huangyang smiled and said, "You asked who can be a county magistrate, not who is my enemy." Ping realized that Qi Huangyang was right, so he sent Xie Hu to Nanyang as county magistrate. After Xie Hu took office, he did a lot of good things for the local area and was widely praised by Nanyang people.
After a while, Gong Ping asked Qi Huangyang again, "Now there is a lack of a judge in the imperial court. Who do you think can hold this position? " Qi Huangyang said: "Wuqi can take responsibility." Gong Ping was surprised again. "Isn't Wuqi your son?" Qi Huangyang said: "Wuqi is indeed my son, but you are asking who can be a judge, not whether Wuqi is my son."
