What is the meaning of "the legacy of Qi Shui"?

Interpretation of Qishui: The name of water originated from Qishan, Henan Province, China, and flowed into Weihe River.

In A Dream of Red Mansions 17- 18, Jia Zheng led the diners and Baoyu to visit the newly-built Grand View Garden. Jia Zheng used the word "vulgar" to deny the inscription of "Qi Shui Legacy" of one diner, and also used the word "vulgar" to deny another diner's "elegance with the garden".
