Off-year doesn't mean festivals. Due to local customs, festivals called off-year are different. Off-year has different concepts and dates in different places, the 23rd day of the twelfth lunar month in the north, the 24th day of the twelfth lunar month in the south and New Year's Eve in some ethnic minority areas in the north. Off-year also means that people begin to prepare new year's goods for a clean and beautiful year, which means that the new year should have a new atmosphere.
