We must carefully read the documents of the tenderee before making the tender, which is also the basis for the evaluation and bid evaluation relied on by the judges in the tender, so that we can not only know the format of the tender, but also know where to make representations and questions with the judges in the bid evaluation.

v. Binding and packaging of tender documents
The bidding rules are different in different places, so are the binding methods: the original after examination can be copied into copies, usually one original and one copy (prepared according to the requirements of tender documents if required). The first page under the cover of the copy must also be the first page of the tender documents printed with the copy. We have to stamp the front cover of each tender. Then bind the copied tender in strict accordance with the binding requirements of the tender documents, and remember that we must not change it privately. If the tender documents do not reflect the binding method, we can choose by ourselves.
we need to use the special file bag for bidding according to the requirements of the tender, and the file bag should be marked with the name of the enterprise and the project number, sealed and stamped with the official seal. (Binding methods can be divided into punching, binding, and tie-rod clamp. If there is no binding method specified in the tender, it is suggested that you can use tie-rod clamp, so that mistakes can be corrected in time.).
when bagging, please pay attention to the fact that one original is separately packed in one bag, and the other copy is packed in another bag. Then, seal it, stick the sealing strip (pay attention to the time on the sealing strip), and stamp the sealing strip after sealing (pay attention to half on the sealing strip and half on the sealing bag as far as possible).
VI. The remaining documents to be produced separately
First of all, the bid opening list. Many units require separate sealing, and the sealing format is the same as the tender. Check whether the tender documents have requirements for electronic CDs, and seal them after engraving. Re-examine the tender documents to see if there are any omissions, and meet the requirements of the tendering unit as much as possible during the production, because you must do so to enter the threshold and talk with others on the same starting line, otherwise even if you do more work and efforts in the early stage, it will be wasted because of the mistakes in the tender.
to sum up, there are four points to pay attention to when making a tender: don't make mistakes in "instructions for bidding", don't leave out "essential requirements", don't ignore "important parts" and don't be careless about "small items". As long as you master these rules, you will reduce some unnecessary troubles in the bidding process.
