After Yuan Shikai was secretly appointed as the interim president of the Republic of China, Tiaoyuan Lv was promoted rapidly. After Yuan Shikai proclaimed himself emperor, the whole country opposed it. When the May 4th Movement broke out, young students in Anhui responded immediately, demonstrating in droves, and citizens joined in, which made people angry for a while. Tiaoyuan Lv was frightened by the popularity of the people and did not immediately suppress it by force. On May 10, representatives of schools in Anqing went to the Government House to seek help for students arrested in Beijing. Tiaoyuan Lv said that he would "ask the chamber of commerce and the education department to take power disputes". On May 22nd, the Ministry of Internal Affairs of Beijing government ordered Anhui to suppress students. Tiaoyuan Lv immediately ordered the police department to announce: "If students distribute leaflets, violate the law and disobey the ban, once they are found out, they will be dealt with strictly according to law and will never be soft." On May 29, the students planned to strike, and Tiaoyuan Lv immediately ordered the education department to warn the students to "limit the resumption of classes for three days, otherwise the military and police will interfere"; Later, I took an early holiday and took the civil and military official exam in an attempt to lure students to give up their struggle. However, the students ignored it and took advantage of the early holiday to return to their hometown and set up student unions in various counties to make the movement more extensive.

At the end of the year, the guards of Anqing Provincial Office were shopping in the city and clashed with the police because of the scale dispute. Tiaoyuan Lv immediately ordered his son to lead a team to buy. Liu Zhangdao, the police chief, tried to become the governor, and resigned on the pretext that the police were insulted. A few days later, the city's police went on strike and the market was unstable. Tiaoyuan Lv was forced to resign from the Beijing government. Tiaoyuan Lv was afraid that the situation would get worse, so he asked someone to mediate, apologized to the principals of each school, agreed to the eight measures proposed by the education department, and paid wages to pay the medical expenses of the beaten person.
