Over the years, under the leadership and support of the women's federations at higher levels and the district committees and governments, the women's federations have adapted measures to local conditions, boldly practiced, established the concept of community rights protection, established the working idea of keeping pace with the times and providing quality services, improved women's quality from the perspective of investigation and research, promoted women's participation in politics, established a socialized rights protection mechanism, mobilized all social forces, and planned and organized communities from small things. Take the lead in setting up a "Women and Children's Rights Protection Center" in the city, which specializes in accepting cases that infringe on women and children's rights and interests and directly protects women's legitimate rights and interests;

Take the lead in setting up a "family volunteer" team composed of retired legal, medical, educational and social workers in the community;

First, research first, scientific positioning, and strengthening community rights protection from hot issues.

With the deepening and expansion of China's reform and opening up, profound changes have taken place in all aspects of the city's politics, economy and society, and the government and various functional departments have shifted their focus to the community. The mission of the Street Women's Federation is "to meet the living needs of residents, to carry out cell engineering for families, to resolve family conflicts, and to carry out a warm project with the content of secondary encirclement for broken families". In accordance with the instructions of the higher authorities and the implementation of the street Party Working Committee, we will intensify research around the central work, and actively explore how to participate in community work at the intersection where the party and government are urgent, women's federations can do it, and women need it, so as to strengthen community rights protection. On the basis of investigation, the working idea of community rights protection is established: keeping pace with the times, providing quality services and starting from hot issues.

First of all, establish a contact system, strengthen contact with the grassroots and listen to women's voices. With the support of the Street Party Working Committee, the role of street backbone women has been brought into play, and a contact system has been established in 10 communities, all of which have their own community contact points and research tasks. Together with the Chairperson of the Women's Federation, the female members of the office team took the lead in going deep into the community, talking with women of different ages, levels and categories, making friends and understanding their sufferings and needs.

Secondly, conduct a special investigation on rights protection issues closely related to community residents. We found that marriage, domestic violence, poverty alleviation, employment, reproductive health and other issues are the key and difficult issues in community rights protection. Special surveys have been carried out successively, such as the survey of domestic violence in Judah, the survey of living conditions of laid-off unemployed women workers, the survey of marriage and family conditions, the survey of living conditions of poor women in Judah, and the survey of reproductive health of migrant women workers. Through investigation, carefully analyze the causes of the problem, find out the fundamental way to solve the problem, and actively put forward opinions and suggestions to the working committees, offices and higher-level women's federations. Since 2004, through the unremitting efforts of the Street Women's Federation, women's rights and interests in employment, political participation, poverty alleviation and domestic violence in the whole region have been effectively safeguarded.

This year, we investigated the reproductive health of migrant women workers and found that reproductive health has become an important issue affecting the physical and mental health of women workers. Female reproductive tract infection, if not treated in time, will not only affect their own health, but also affect the next generation, which is directly related to the stability of family and society and the prosperity of a nation. To this end, on the one hand, we joined the Municipal Women's Federation to hire professional doctors from the Municipal Maternal and Child Health Hospital and the District Health Office to hold a special lecture on "Women's Health and Protection" and a publicity and consultation activity on "Women Workers and Legal Colleagues" in Songshan Community where women workers are concentrated.

On the other hand, under the coordination of the District Women's Federation, we also conducted free B-ultrasound and gynecological examinations for more than 300 women, which were well received by the majority of women and their families, maintaining family stability and promoting social harmony.

Second, overall planning and high-quality service have embarked on a new way of community rights protection of self-management, self-service and self-development by the masses.

According to the actual situation, carry out community rights protection activities with different characteristics. Starting with optimizing the environment of community rights protection, a series of activities that are both targeted and welcomed by community sisters have been carefully planned. Taking "virtue is in my home" as the carrier, we will carry out the activity of "caring for thousands of people and sincerely contributing to the community". The community has generally established "two rooms and three meetings", carried out family activities in five aspects, such as environmental protection and law, set up community rights protection service points and rights protection mailboxes, and added domestic violence rights protection stations in community police offices. According to their actual situation and women's needs, communities actively explore ways to serve communities and women. Honghe community starts with projects such as picking up and dropping off children and introducing hourly workers to rent houses, and organizes backbones to help women help the poor;

Tiesi Community publicized the contents of free service and paid service;

Liaohe and Hongping communities have established files of laid-off women workers, improved various systems and standardized service charges ... The prestige of women's federations among the masses is getting higher and higher, and community women's federations are hard to find, gradually becoming the knowledge of the masses and attracting a group of family volunteers.

According to local conditions, establish different forms of community rights protection positions. As early as 2004, Hongping community took the lead in setting up a community rights protection station. They set aside a corner in the office as a rights protection room, specially applied for a telephone, bought office supplies, and hired enthusiastic family volunteers to answer questions about real estate disputes, consumer rights, inheritance, social security and so on. Encountered by the community.

Use this time to organize a "community forum" to discuss a series of issues such as "domestic violence" community rights protection for you, me and him, which triggered deep thinking in the community. In 2005, Songshan Community opened the Sisters' Whispering Counseling Room, which enhanced the communication between people, eased the psychological pressure of urbanites and solved the problem in the bud.

Last year, Whispering Sisters expanded their services and launched a "hand in hand" networking activity to connect older single men and women in the city. Under the demonstration of women's federations in Hongping and Songshan communities, Tiesi Community established a "Happy Home" to advocate happy life and happy study.

Relying on social forces, the establishment of community volunteers has gradually formed a new situation of self-management, self-service and self-development of community rights defenders. It is far from enough to rely solely on the strength of female cadres to carry out community rights protection work. Hold a community forum with lawyers to answer questions from the masses;

Organize literary and artistic activities, and literary and art workers make suggestions and suggestions;

Community libraries and activity rooms are managed by volunteers ... legal worker Hou Dongmei is the backbone of them. Over the past three years, they have accepted more than 20 cases, received more than 60 legal consultations, and also volunteered to manage community libraries, collect rights protection contents in newspapers and periodicals, and sorted them into seven reports. Once, the daughter of a 70-year-old woman was cheated of her savings by her son-in-law, so desperate that she wanted to die. Hou Dongmei used her rich legal knowledge to analyze the case for the elderly and volunteered to be their agent. After the matter is settled, the old man must kowtow to Hou Dongmei to thank him. Their professionalism and enthusiasm have enabled hundreds of families to receive legal aid, and many poor women have received practical assistance.

Third, improve women's quality through multiple channels and ways, and push community rights protection into a new realm.

Years of work practice have also made us realize that the improvement of women's quality and the popularization of the four-self spirit are of great significance to the work of safeguarding rights. We advocate education and physical fitness, strengthen women's "four selves" spirit through various forms of legal publicity, cultivate women's ability to use modern social information and resources, and actively help women improve their quality, thus improving women's benefit rate and the social influence of women's federations in safeguarding rights.

Establish girls' schools to provide quality education for women. From 2065438 to 2009, the Street Women's Federation established a "Women's Quality School", which held various knowledge lectures for women free of charge and sent them to the community to guide the majority of women to learn, understand and use the law and safeguard their rights according to law, which was widely praised by all walks of life. These schools without walls have won the trust of women for their commonweal, sociality, openness, flexibility and effectiveness, and are known as "Hope Project for Adult Women". Plan unique theme activities to improve women's quality in the process of participating in activities. In 2005, the Street Women's Federation launched the "Five Family" campaign, and through various lectures, speeches, competitions and other activities, guided women to strive for self-improvement, work hard, love learning, raise children scientifically, be honest and law-abiding, be enthusiastic about public welfare and environmental protection, and improve their overall quality.

Create a corridor culture, so that community women's rights can be subtly educated in daily life. Corridor culture is a simple and effective way for residents to publicize the party's policies, promote social civilization and national spirit, guide residents to consciously resist unhealthy trends, and at the same time transmit various information and issue current affairs announcements. Songshan community started from the corridor where activities such as library, painting and calligraphy room are concentrated, and now it has spread to the whole community. Each corridor has posted about 20 concise and vivid publicity columns, which have been rated as municipal green corridors for many times and received visits and studies from all over the world.

Years of safeguarding rights have made us realize that safeguarding rights must be effective and creative in order to be effective. Community rights protection is a very passionate work, and our experience is:

First, regard women's trust as the highest honor-win women's trust with the feeling of "home"

Some people say that it is difficult for women's federations to carry out substantive rights protection work. However, we believe that women's federations, as a bridge and link between the party and the government, are one of the important social pillars of state power on the one hand, and have inseparable ties with women on the other. As long as we give full play to the advantages of women's sensitivity, enthusiasm and carefulness with the feeling of "home", we can observe public opinion, warm people's hearts, solve people's worries and handle civil affairs.

During the community visit, the Street Women's Federation found that there are a certain number of disabled, divorced, widowed and laid-off poor women. In 2004, my street took the rescue of Wu Jiahong, an orphan in Baoda community, as the breakthrough point, and took the lead in setting up a street sudden poverty relief fund in the whole province to solve the living problems of the poor people whose lives are still difficult to maintain after the implementation of the three security lines, and to open up new ways for further exploring a scientific and effective social assistance system. The Street Donation Center held two large-scale donation activities, and * * * received a donation of 25,900 yuan, and established a long-term mechanism to help vulnerable groups and help women who could not save themselves due to natural and man-made disasters. Second, regard "those who serve women as women's federations"-unite social forces and serve women with emotional strength and personality charm.

As we all know, women's rights protection is a very complicated social system project, and it is far from enough to rely solely on women's organizations. When most people see the busy figures of community volunteers, they will ask why these people are so enthusiastic about working for the Women's Federation. This is because over the years, we have established the concept that "whoever serves women is the Women's Federation", mobilized the strength of society to the maximum extent, and at the same time paid attention to improving our self-cultivation, injected emotional strength and personality charm into our work to coordinate and unite all aspects, and implemented individual rights protection cases.

At present, in addition to women's Federation cadres, there are mainly three backbone teams for community rights protection. One is a team of "volunteers to safeguard the legitimate rights and interests of women and children" composed of female legal workers from public security, procuratorate and legal departments in August 2004. They provide legal aid to women through the "Volunteer Dedication Day for Rights Protection" and "Volunteer Visit to Japan for Rights Protection" every Tuesday.

The other team is a "family volunteer" team composed of enthusiastic people who care about the cause of women and children and have certain legal knowledge, psychological counseling and mediation skills. They carry out various legal publicity and consultation activities within their jurisdiction. Hou Dongmei of Songshan Community, Wang of Hongping Community, Xiao Tienan of Hongnan Community, Li Li of Honghe Community and Du of Tiesi Community are all backbone members, and most of them are hired as "ambassadors of love".

There is also a team of "serving women and children volunteers" composed of major women delegates, women delegates to the Party Congress, women delegates to the National People's Congress and women members of the CPPCC. Through the "three ones" activities (that is, holding a meeting once a year, providing a message every quarter, and calling the Women's Federation once a month), we will give timely feedback on hot issues among women and put forward some reasonable suggestions. At present, the total number of the three teams has reached about 300.

Third, treat the victimized women as relatives-treat every petition with a high sense of responsibility.

Letters and visits are an important part of community rights protection. Without a high sense of responsibility, a case may be considered as one.

Without a kind heart, I really think about the victims. I may get tired of seeing the complaints of the victims in tears. But when we work hard and treat the victimized women as relatives, we also gain a lot: the trust of the masses keeps us busy, but it is also very fulfilling.

For the weak, the women's Federation is full of love and actively helps. At the beginning of this year, in the process of visiting poor women in our jurisdiction, we found that Wang, a single mother, divorced her husband, but her six-year-old child was seriously ill and needed hospitalization. Mother-in-law often goes home to drive mother and daughter away. Wang has no source of income and no place to live. She wants to die. The Street Women's Federation promptly asked the party and government leaders of the office for instructions, strived for relief funds, and issued an emergency appeal to all sectors of society. With the support and drive of street leaders, the whole street has set off a new upsurge of caring for single mothers. After the child fell ill, the street women's Federation introduced her to work and helped her ask for alimony. Now the life of the Wangs has obviously changed.

The Women's Federation spared no effort to speak for the victims. A 76-year-old widowed old man in Hongping community, who has never been married, has conflicts with his two adopted daughters because of real estate and support problems. The Street Women's Federation visited the rights-defending cadres many times and communicated with their daughters, which finally enabled the elderly to get due care and reasonable support. The solution of the case not only helped the victimized women, but also turned the enlightenment of the case into an activity that was loved by the masses again and again, so that more women benefited from it.

In fact, community rights protection is to do what we can for women and sisters. This is a cause to promote justice, spread love, shed true feelings and gain friendship. We believe that on the occasion of the victory of the 17th National Congress, inspired by the spirit of the 17th National Congress and supported by the women's federations at higher levels and the street Party Working Committee (office), its prospects will be brighter and brighter.
