Responsible for all aspects of political thought and system propaganda and supervision by public opinion; To guide the ideological and political education, moral education, legal education, publicity education and spiritual civilization construction of schools in the whole region; Responsible for the construction of the education system; Undertaking administrative reconsideration of education and responding to administrative litigation; Responsible for the law enforcement inspection of running schools according to law in the whole region; Responsible for organizing, producing and broadcasting local education and teaching programs.

(4) Personnel Section

Responsible for the planning and management of teachers in the whole region; Responsible for the personnel and institutional management of the bureau and its subordinate units; Formulate the work plan of teachers' professional ethics in the whole region and organize its implementation; To guide the reform of personnel distribution system in schools and the assessment of teachers; To guide the implementation of the teacher qualification system and the evaluation and appointment of teachers' professional and technical positions; Guide the exchange and service of educational talents; Cooperate with all kinds of schools (including kindergartens) in the region to do a good job in teacher training, further education and continuing education; Escrow personnel administrative relations, personnel files, organizational relations between the party and the masses and wage relations, and issue all kinds of certification materials related to files; To undertake the examination and evaluation of the qualifications of teachers in a series of professional and technical positions; Assist in handling the political review and related procedures for going abroad for personal reasons.

(6) Basic Education Section

Responsible for the management of basic education in the whole region; Organize and guide the implementation of nine-year compulsory education and special education; In conjunction with relevant departments, formulate standards for running basic education, standardize school-running behavior, and promote education and teaching reform; To formulate policies and regulations on basic education, teaching and textbook construction; To be responsible for the management of student status of ordinary primary and secondary schools (including private primary and secondary schools) and vocational schools, and to guide the educational administration of ordinary primary and secondary schools (including private primary and secondary schools); Formulate enrollment policies for primary and secondary schools and be responsible for the enrollment of senior high school entrance examinations; Formulate policies and measures to promote the balanced development of compulsory education and ensure that all kinds of students receive compulsory education equally; Participate in the supervision and evaluation of basic education. Formulate the school moral education plan and organize its implementation; To guide the ideological and moral construction of minors in primary and secondary schools in the whole region; To guide the school physical education, art, health, national defense education, science and technology education and characteristic education in the whole region; Responsible for the investigation and testing of students' physical health; Formulate relevant policies and measures to improve students' physique and quality and organize their implementation; Coordinate and guide students' sports competitions, artistic exchanges, health prevention and control and other major activities; Guide schools to carry out national defense education, student military training and popular science base work.

(7) Vocational and Adult Education Section

Responsible for the management of vocational education, adult education, community education and private education in the whole region; To guide the educational administration, specialty setting and employment of graduates in vocational schools; Formulate relevant development planning and evaluation standards; To undertake youth literacy and community education; Guide adult education conditions and equipment and modern distance education; Responsible for organizing the examination, approval, management, evaluation, administration according to law and application for running schools by social forces of adult secondary specialized schools.

(8) Pre-school Education Section

Overall management of kindergarten education in the whole region (including private kindergartens); Responsible for the development planning, layout adjustment and system reform of preschool education in the whole region; Responsible for the classification of kindergartens (institutes) in the whole region; Take the lead in formulating measures for the management of kindergarten education and teaching, and check the implementation; Guide the experiment of kindergarten education and teaching reform and the popularization of results.
