Twenty-third students are not allowed to transfer at will during the period of receiving compulsory education and ordinary high school education. In any of the following circumstances, you can apply for transfer:
First, in compulsory education stage, students move across provinces (districts), cities and counties due to their family residence (excluding the same city, the same below) or in ordinary high school education stage, if their household registration has moved into their residence, they can be transferred to the school where their household registration is located.
Two, when the work place of migrant workers changes, their accompanying children can be transferred to a new school by the guardian.
Three, students' physical condition changes during the period of education, within a certain range, can be transferred from ordinary schools to special education schools, can also be transferred from special education schools to ordinary schools.
Article 24 In the compulsory education stage, if a student's family residence moves across provinces (autonomous regions), cities and counties and his household registration has been moved into his residence, or if the children of migrant workers move across provinces (autonomous regions), cities and counties due to the guardian's work place, the guardian may submit a written transfer application to the transfer school with the household registration transfer certificate (migrant workers' work certificate) and other relevant supporting materials, and fill in the Application Form for Transfer of Primary and Secondary School Students (Annex 7, hereinafter referred to as the Transfer Application Form), and then. When students transfer, they should apply to the county-level education administrative department where the transfer school is located through the electronic student status system (schools directly under the education department and schools directly under the municipal government are in charge of the school), and transfer to the school to apply to the county-level education administrative department where the school is located (schools directly under the education department and schools directly under the municipal government are in charge of the school). After the transfer is successful, the students will be transferred to the school to continue to file according to the received student status files. The transferring school shall keep the backup of electronic files and the necessary copies of paper files. At the same time, the county-level education administrative department shall, in accordance with the principle of territorial management, report in writing to the local municipal education administrative department on the transfer of students in compulsory education within its jurisdiction every semester. Transfer between provinces (regions) shall also be handled in accordance with the relevant provisions of the management of student status in other relevant provinces.
The transfer of students from schools directly under the Education Department of the autonomous region and schools directly under the central government in the compulsory education stage shall be informed in writing by county-level schools in accordance with the principle of territoriality every semester.
The inter-provincial transfer process is as follows:
First, the parents or other guardians of the students apply to the school for transfer (written transfer application and fill in the Application Form for Transfer of Primary and Secondary School Students in Ningxia, and transfer to other provinces should comply with the provisions of the provincial education administrative department at the transfer place);
Two, by the administrative department of education according to local regulations and school degree vacancies and other arrangements for the audit;
Third, for those who agree to accept it, initiate transfer procedures to the school through the student registration system and check it;
Fourth, transfer to the student registration department in the student registration system;
Fifth, transfer in the school registration system;
Six, the transfer of the student registration department in the student registration system;
Seven, after transferring to the school to obtain the consent information of the other three parties, notify the students to report for admission;
Eight, after the students report to the transfer school, the transfer school will obtain the electronic files of the students' enrollment through the enrollment system (the enrollment system will also inform the transfer school);
Nine, the transfer-out school will transfer the students' paper student status files in the way agreed with the parents, and inform them to transfer to the school.
Article 25 If ordinary high school students move from their family residence to prefecture-level cities and their household registration has moved to their residence, or if the children of migrant workers move across the city because of their guardians' work place, their guardians may submit a written transfer application to the transfer school with the proof of household registration transfer (proof of migrant workers' work) and other supporting materials, and fill out the transfer application form. Specific requirements are the same as those in Article 24.
Ordinary high school students whose family residence flows across provinces (districts) and whose household registration has moved into their place of residence, or the children of migrant workers whose work place changes across provinces (districts), their guardians can submit a written transfer application to the transfer school with the proof of household registration transfer (migrant workers' work certificate) and other supporting materials, and fill out the transfer application form. At the same time, it is necessary to submit the result certificate confirmed by the competent department of the provincial (district) level ordinary high school academic level examination. The transfer school initiated the application for student transfer through the electronic student status system, and the transfer school was approved by the municipal education department, the provincial education department, the transfer school and the municipal education department where the transfer school was located (the district school must be the school department), and the transfer was successful. After the transfer is successful, the students will be transferred to the school to continue to file according to the received student status files. The transferring school shall keep the backup of electronic files and the necessary copies of paper files.
Twenty-sixth students in accordance with the relevant provisions of the transfer or transfer to special education schools, schools and local education authorities through the electronic student status system for transfer procedures, and the relevant materials into the student status file. The specific transfer measures shall be formulated by the administrative department of education of prefecture-level cities.
Twenty-seventh school management to implement the "subordinate to the employer". Transfer-in and transfer-out schools and education authorities at all levels shall complete the transfer of student status within 10 working days respectively. After the students go through the transfer formalities, they should transfer their school records in time and settle them within one month. Inter-provincial (district) transfer or receive students transferred from other provinces (districts), and relevant information shall be summarized by the competent education department of prefecture-level cities and reported to the Education Department of the autonomous region for the record at the end of each academic year. There is no transfer procedure for senior three for any reason.
Twenty-eighth compulsory education and ordinary high school education stage transfer shall not change the grade.
