Twenty-third students are not allowed to transfer at will during the period of receiving compulsory education and ordinary high school education. In any of the following circumstances, you can apply for transfer:

First, in compulsory education stage, students move across provinces (districts), cities and counties due to their family residence (excluding the same city, the same below) or in ordinary high school education stage, if their household registration has moved into their residence, they can be transferred to the school where their household registration is located.

Article 24 In the compulsory education stage, if a student's family residence moves across provinces (autonomous regions), cities and counties and his household registration has been moved into his residence, or if the children of migrant workers move across provinces (autonomous regions), cities and counties due to the guardian's work place, the guardian may submit a written transfer application to the transfer school with the household registration transfer certificate (migrant workers' work certificate) and other relevant supporting materials, and fill in the Application Form for Transfer of Primary and Secondary School Students (Annex 7, hereinafter referred to as the Transfer Application Form), and then. Fourth, transfer to the student registration department in the student registration system;

Fifth, transfer in the school registration system;

Article 25 If ordinary high school students move from their family residence to prefecture-level cities and their household registration has moved to their residence, or if the children of migrant workers move across the city because of their guardians' work place, their guardians may submit a written transfer application to the transfer school with the proof of household registration transfer (proof of migrant workers' work) and other supporting materials, and fill out the transfer application form. Specific requirements are the same as those in Article 24.

Ordinary high school students whose family residence flows across provinces (districts) and whose household registration has moved into their place of residence, or the children of migrant workers whose work place changes across provinces (districts), their guardians can submit a written transfer application to the transfer school with the proof of household registration transfer (migrant workers' work certificate) and other supporting materials, and fill out the transfer application form. At the same time, it is necessary to submit the result certificate confirmed by the competent department of the provincial (district) level ordinary high school academic level examination. The transfer school initiated the application for student transfer through the electronic student status system, and the transfer school was approved by the municipal education department, the provincial education department, the transfer school and the municipal education department where the transfer school was located (the district school must be the school department), and the transfer was successful. After the transfer is successful, the students will be transferred to the school to continue to file according to the received student status files. The transferring school shall keep the backup of electronic files and the necessary copies of paper files.

Twenty-sixth students in accordance with the relevant provisions of the transfer or transfer to special education schools, schools and local education authorities through the electronic student status system for transfer procedures, and the relevant materials into the student status file. The specific transfer measures shall be formulated by the administrative department of education of prefecture-level cities.
