Li Luogong was born in Fuzhou, Fujian in 1917.
In 1936, he was admitted to Shanghai Academy of Fine Arts.
In 1940, a Heishaluo painting exhibition was held at the Daxin Company Gallery in Shanghai.
In 1941, he was admitted to the Art College of Nihon University and returned in 1944.
Since 1947, he has served as a lecturer at Northeastern University, a professor at Liaodong College, a professor at Jingu University, and the director of the Fine Arts Department of Tianjin Hebei Normal College (today’s Tianjin Academy of Fine Arts). During this period, he served as the director of the Harbin Fine Arts Institute and the director of the China Art Institute Vice Chairman of the Tianjin Branch of the Association.
After 1957, he specialized in calligraphy and seal cutting, and after 1969, he switched to cursive script.
After 1969, he successively served as the president and honorary president of the Guilin Academy of Calligraphy and Painting, vice chairman of the Guangxi Branch of the Chinese Artists Association, and vice president of the Guangxi Academy of Painting and Calligraphy.
Director of the Chinese Calligraphers Association, member of the Chinese Artists Association, consultant of the Chinese Modern Calligraphy Research Association, and honorary consultant of the Hokuriku Seal Engraving Association of Japan.
In 1984 and 1985, he held personal calligraphy and seal cutting exhibitions in Japan and Macau.
