Xu Zonghai (1861—1941) was born in Hanqiao Village (now Baimahu Town) in the west of Xiajin County, Shandong Province. He studied at an early age, and was a scholar at the age of 18. In the 26th year of Guangxu in Qing Dynasty (19), he was a tribute to Gengzike, and was given probation instruction. He devoted his life to education. In the third year of Xuantong (1911), he served as the director of persuasion in Changqing County, and established a school to persuade students to study. He founded a government primary school, a model primary school, a girls' primary school, a first-class branch, an urban public primary school, a simplified character school and a half-day school.
