Changtu County belongs to Tieling City, Liaoning Province, with a total area of 43 17 square kilometers. Changtu County is located in the northernmost part of Liaoning Province, at the southern end of Songliao Plain, at the junction of Liaoning, Jilin and Mongolia provinces (regions), bordering Siping City, Lishu County and Shuangliao County of Jilin Province in the north, Faku County and Kangping County of Shenyang City in the west, and facing Kezuohou Banner of Inner Mongolia across the Liaohe River. The landform of Changtu County transits from the low hills in the east to the Liaohe Plain in the west, and the soil types are dark brown soil, black soil or meadow soil and aeolian sandy soil from east to west.

Changtu has a long history. As far away as Yu, Xia, Shang and Zhou dynasties, it was a territory that was cautious for peace; During the Qin, Han and Jin Dynasties, it belonged to the northern territory of Liaodong County, which was a place to caress Yu Xianbei. During the Southern and Northern Dynasties, Sui and Tang Dynasties, it was occupied by Qidan; Wei and Qi belong to Fu Shi, and once lived in Koguryo.
