Penglai was called "Dengzhou" in ancient times.

Before the Republic of China, Jiaodong (east of Jiaolai River) was located.

During the Tang Dynasty, it was an important port with Yangzhou, Quanzhou and Mingzhou at the same time.

Qi Jiguang, a patriotic general in Song Dynasty, built a water city with Swordfish Water Village, also known as Beiwa City. According to Penglai County Records, there are 300 swordfish patrolling and 300 sailors on Eshamen Island, ready to meet the Khitan Empire. They still live in Kuoji every summer, in case of any accident, and return to the south bank in autumn and winter. In the second year of Song and Qing Dynasties (A.D. 1042), Guo, the governor of Dengzhou, was originally named as "Daoyu Village" because the ship driven by the water army at that time was "Daoyu Village". In Hongwunian of Ming Dynasty (AD 1676), on the basis of "Yudao Village", the pier and the upper city wall were built, forming the embryonic form of today's water city. In the 24th year of Wanli in Ming Dynasty (AD 1696), another large-scale renovation was carried out. The city wall is made of brick and stone, and a battery is added.

The periphery of Shuicheng is about 1.5km, covering an area of 250,000 square meters. There are two gates, the south gate is called Zhenyang Gate, which is connected with Lu Orange, and the north gate is called Watergate, which is the sea throat for entering and leaving Shuicheng. Shuicheng Xiaohai, with an area of 70,000 square meters, is a harbor for berthing ships. It was here that Qi Jiguang developed the navy's ability to resist the enemy. Therefore, Shuicheng is one of the existing ancient naval bases in China.

Penglai Pavilion is located on the Ya Dan in the northwest of Penglai City.

The main building of Penglai Pavilion was built in the sixth year of Song Jiayu (A.D. 106 1). It is located at the top of Ya Dan, with the attic 15m high and north-south direction. This is a two-story wooden building, surrounded by Amin Gallery, which provides a panoramic view for tourists. This is the best place to enjoy the strange landscape of a mirage. In the pavilion, there are three magnificent Chinese characters "Penglai Pavilion" inscribed by Tie Bao, a calligrapher in Qing Dynasty, and poems inscribed by famous artists are hung on the east and west walls. Xianren Bridge, located under Penglai Pavilion, is the place where the Eight Immortals cross the sea, with exquisite structure and strange shape.

Together with Tengwangge, Yueyang Tower and Yellow Crane Tower, it is called the four famous buildings in ancient China and the only one in the north.
