The people's governments at or above the county level shall set up public libraries according to law, and shall provide the public with services such as literature information inquiry and borrowing free of charge, open public facilities such as reading rooms and study rooms, and carry out public lectures, reading promotion, training and exhibitions. At the same time, it also stipulates that public libraries are open on public holidays and have opening hours on national statutory holidays.
People's Republic of China (PRC) Library Law and People's Republic of China (PRC) Library Law, Chapter VI, Article 55, comprehensively stipulate the related operation and management systems of public libraries, such as grading establishment, document information collection, document information disposal, publication storage, free opening, talent and fund guarantee.
This law further clarifies the public welfare nature of public libraries, and stipulates that public libraries should provide the public with free services such as literature information inquiry, borrowing, opening of public space facilities such as reading rooms and study rooms, public lectures, reading promotion, training and exhibitions.
