What are the legal provisions for people's courts to apply subpoenas?

Legal analysis: the people's court can summon the defendant twice and must appear in court, but refuses to appear in court without justifiable reasons.

Summons must be approved by the dean. A subpoena should be issued. Fines and detention shall be decided in writing. If you are not satisfied, you may apply to the people's court at the next higher level for reconsideration once. Execution shall not be suspended during reconsideration.
