The overlap of the two strokes just hides the overlapping part in the stroke. Overlapping strokes is a very important part in the brushwork of seal script. The stroke order of seal script is basically similar to that of Chinese characters, such as horizontal first and vertical later, top-down, left-right and so on. This is not a problem for beginners.
