At this time, GongSunHong was sixty years old, and was recruited to Beijing as a sage and a doctor. It was against the emperor's will to send envoys to Xiongnu and report the situation to Emperor Wu when he came back. The emperor was very angry and thought that GongSunHong was incompetent, so GongSunHong made an excuse to be an official and went home in the name of illness.

In the fifth year of Yuanguang (BC 130), the emperor issued a letter to recruit literature, and Yan Chuanju recommended the palace. Gong refused to give in to the Chinese people and said, "I have gone to Beijing to accept the appointment of the emperor, but I returned to the office because I was incompetent." When King Huainan betrayed King Hengshan and the court investigated his henchmen, Gong was very ill. He thought he had no credit, was blocked, and was promoted to prime minister. He should help the wise king to appease the country and make everyone follow the principle of being a courtier. Now the princes have a conspiracy against the imperial court, which is the result of the incompetence of the prime minister. They are afraid that once they die silently, there is no way to prevaricate their responsibilities. So he wrote to the emperor and said, "I heard that there are five common ways in the world, and three virtues are used to implement them." The order of monarch and minister, father and son, brother, couple, old and young is the common way in the world. Wisdom, kindness and courage are the three aspects of Changde in the world, which are used to practice common ways. Therefore, Confucius said:' hard training is close to benevolence, as if asking is close to wisdom, and knowing shame is close to courage.' Knowing these three situations, you will know how to cultivate yourself. Know how to cultivate yourself before you know how to govern others. There is nothing in the world that can govern the country without self-cultivation. This is the unchangeable truth from generation to generation. Now your majesty is filial, learning from the three kings, establishing a way of governing the country similar to the Zhou Dynasty, combining the talents and virtues of the king of Wen and the king of Wu, encouraging talented people, giving them salaries and conferring official positions according to their abilities. I want to rule the world with all the ministers. You should know my thoughts. Probably all gentlemen are kind people and hate ugly people. If you are careful, you can always stay with me. That Xiongnu is difficult to manage, not a generation. Wherever they go, they steal, catch and drive, because this is a profession and it is natural. Therefore, from Yu Shun, Xia Dynasty, Shang Dynasty and Zhou Dynasty, they were not supervised according to the legal and moral requirements, and they were only kept as animals, not as people. I don't learn from the world experience of Yu Xia, Shang and Zhou Dynasties, but follow the wrong practices of the modern world. This is my biggest worry and the most painful thing for the people. Besides, if the war lasts for a long time, it will be chaotic; Hard work will change your mind. In this way, the people on the border were tired and depressed, and they rebelled against Qin, making the generals suspicious of each other and colluding with foreigners. This is the military rebellion of Wu, Chu, Qi and Zhao. The kings of Wu and Chu conspired against each other. They all claim to be kings in thousands, and there are hundreds of thousands of armored soldiers. Their majesty is enough to frighten the people of their country, and their wealth is enough to inspire the people of their country. However, they failed to seize a small piece of land in the west, but were captured in the Central Plains. What is the reason? This does not mean that their strength is inferior to that of ordinary people, nor does it mean that their military strength is inferior to that of Chen She. Because at this moment, the thoughts of the first emperor were not weak, and there were many people who were content with the status quo and liked customs, so the governors did not receive overseas assistance. This is called disintegration. Therefore, the country's worry is not disintegration. Thus, if the world falls apart, even poor ordinary people, as long as one of them attacks first, may endanger the country, such as Chen She, there may be a monarch like Sanjin! Even if there is no rectification movement in the country, if there is really no collapse, even if a powerful country and a powerful army rise up, it is impossible to be captured soon, such as Wu, Chu, Qi, Zhao and other countries, not to mention the rise of ministers and people! Therefore, even if there is a powerful country and a powerful army, your majesty can still chase animals, shoot birds, expand banquet places, watch and play freely, enjoy the joy of driving horses and hunting, and everything is safe and comfortable. The sound of playing all kinds of musical instruments is endless, and the love with beautiful women, the laughter of actors and dwarfs appear in front of the curtain, but the country has no long-term worries. Why should fame be like Shang Tang and Zhou Wuwang, and why should the secular world be as beautiful as Zhou Chengwang and Zhou Kangwang? Even so, I privately think that your majesty is a natural saint with generous and kind qualifications, and truly regards governing the country as his fundamental duty. If he can do this, it will be equivalent to the fame of Shang Tang and Zhou Wuwang, and the secularism of Zhou Chengwang and Zhou Kangwang will reappear. These two situations are established, and then you can spread your reputation in the contemporary era, expand your reputation, make people in the world close to you, and make people in remote areas obey you. Your kindness and legacy will be widely spread from generation to generation, facing south, leaning back against the screen, rolling up your sleeves and bowing to the maharaja. This is what your majesty did. It is said that if we want to rule the country by king, even if it is not successful, the worst result will make the country peaceful.
