Starting time of validity period: the starting time is calculated as the validity period of the qualification certificate on the date when the enterprise first obtained the highest-level qualification. If the qualification of the enterprise changes, the validity period will remain unchanged, involving the upgrading of the main matters, or division or merger, the new examination and approval time will be the starting date of the validity period.
An enterprise shall, 60 days before the expiration of the validity period of the qualification certificate, apply for the extension of the validity period of the qualification certificate in accordance with the original qualification application method. Abide by the relevant laws, regulations, rules, technical standards and professional ethics within the validity period of the qualification certificate, and have no bad records in the credit file, and the registered capital and professional and technical personnel meet the standard requirements. With the consent of the qualification licensing authority, an opinion on extending the validity period by five years shall be issued on the copy of the qualification certificate. If an enterprise commits illegal acts, has bad records in its credit files or changes its qualification conditions, the qualification licensing organ shall deal with it.
The qualification certificate shall be invalid from the date of expiration to the date of approval of the extension. If the validity period of the qualification certificate is not extended, its qualification certificate will automatically become invalid. If you need to continue to carry out engineering construction activities, enterprises must re-apply for the qualification of construction enterprises.

Article 17
The qualification certificate of construction enterprise is divided into original and duplicate, which are uniformly printed by the competent department of housing and urban and rural construction in the State Council, and the original and duplicate have the same legal effect. The qualification certificate is valid for 5 years.
Article 18
If the qualification certificate of a construction enterprise expires and the enterprise continues to engage in construction activities, it shall apply to the original qualification licensing authority for extension 3 months before the expiration of the qualification certificate. The qualification licensing organ shall make a decision on whether to grant the extension before the expiration of the validity period of the qualification certificate of the construction enterprise; If no decision is made within the time limit, it shall be deemed as approval.

In case of merger, division, reorganization or restructuring of an enterprise, it is necessary to inherit the qualification of the original construction enterprise, and it shall apply for re-approval of the qualification grade of the construction enterprise.
Article 22
Where an enterprise needs to reissue or lose the qualification certificate of a construction enterprise, it shall apply to the qualification licensing authority for the replacement or loss of the qualification certificate of a construction enterprise. The qualification licensing organ shall complete the formalities within 2 working days. If an enterprise loses its qualification certificate for a construction enterprise, it shall issue a statement on the public media before applying for a replacement.
