The statue is 4 meters high, 3.8 meters long and weighs 3250 kilograms. It is made of bronze.

The tower is 2.7 meters high and made of black granite. The four sides are trapezoidal, and the front faces east. The inscription of General Zhang Aiping, the former division commander of the Fourth Division of the New Fourth Army, is engraved: "Rebuilding the Memorial Tower of the Military Department of the New Fourth Army", and the back faces west. The inscription approved by General Zhang Aiping is engraved. The late calligrapher Bao Shen wrote:
