Articles of Association of China Architectural Culture and Art Association

Chapter I General Principles

Rule number one. Name of this group: China Architectural Culture and Art Association English: China Architectural Culture and Art Association abbreviation: CCCAA.

Article 2 Group Nature: China Architectural Culture and Art Association is jointly established by the Ministry of Housing and Urban-Rural Development, China Building Materials Federation, China State Construction Engineering Corporation, China Seafarers' Construction Union and China Ji Ye Building Materials Union. It is a national non-profit social organization composed of architectural culture, building materials culture, urban culture, residential culture, sanitation culture, industrial culture, corporate culture, architectural creativity culture, architectural art, environmental art, garden art, sculpture art, decorative art, calligraphy, fine arts, photography, literature, film and television and other cultural and artistic units, ideological and moral, scientific theory researchers, cultural and artistic workers and enthusiasts.

Article 3. Purpose of this group: this group abides by the national constitution, laws, regulations and national policies. Abide by social morality, follow the principle of grasping two civilizations together, give full play to the role of industrial culture in serving production, construction and people's lives, and promote Chinese culture, science and technology and art; Carry forward our "Four Spirits" of attaching importance to morality, industry, emotion and righteousness, cultivate sentiment, strive to improve the overall cultural quality of the industry, and promote the great development and prosperity of the cultural undertakings and cultural industries of the motherland.

Article 4. This group accepts the business guidance, supervision and management of the competent department of housing and urban-rural construction and the Ministry of Civil Affairs, the registration authority of associations.

Article 5. Address of this group: 3rd floor, Letters and Calls Office, Ministry of Housing and Urban-Rural Development, No.9 Sanlihe Road, Beijing.

Chapter II Scope of Business

Article 6. The business scope of the Group:

First, under the guidance of the party's cultural and artistic principles and policies, various cultural and artistic activities of building materials systems are carried out nationwide to promote the great development and prosperity of architectural culture and art;

Second, organize national industry cultural activities with the Ministry of Housing and Urban-Rural Development, China Building Materials Federation, China State Construction Engineering Corporation, China Seafarers' Construction Union, China Ji Ye Building Materials Union and other departments;

3. Cultivate and select professionals in literature, fine arts, calligraphy, photography, television, movies, music and all kinds of literature and art in the building materials system, so as to promote the cultural undertakings of the motherland;

Fourth, actively carry out theoretical research on industrial culture and science and technology, and promote industrial culture to serve production and life;

Five, efforts to carry out the theoretical research work of environmental culture and art, enhance the sense of responsibility of the whole society's environmental culture and art construction, and make contributions to the realization of environmental art industrialization;

Sixth, strengthen the cultivation of creative industries of architectural culture; Carry out in-depth research on architectural art and the protection and publicity of ancient architecture culture and art;

Seven, carry out research on residential culture, garden culture and art, and make contributions to the promotion of national garden art;

Viii. Strengthen international exchanges in architectural culture and art, and promote the synchronous development of architecture, culture and science and technology in China.

Chapter III Members

Article 7. Group member types: group members and individual members.

Article 8. Members who apply to join this group must meet the following conditions: (1) support the articles of association of this group; (two) have the will to join this group; (3) It has certain influence in the business field of the Group; (4) Having made certain achievements in industrial culture, architectural culture, building materials culture, urban culture, creative culture, residential culture, architectural art, environmental art, garden art, plastic arts and decorative arts; (five) professionals with a certain level in literature, fine arts, calligraphy, photography, music, dance, drama, film and television, folk art and other artistic fields; (6) Excellent organizers who lead and are responsible for the development of industrial culture and workers' cultural and artistic activities.

Article 9. The membership procedure is as follows: (1) Submit an application for membership; (2) Member recommendation shall be discussed and approved by the Liaison Department; (3) Applicants from all over the country are recommended by members or directors of the Association, or reported to the Organization for approval after being recommended by their units; (4) Members who are approved to join the club are authorized by the club board to issue membership cards to the organization department of the club, which is a member of the club.

Article 10 Members shall enjoy the following rights: (1) The right to vote, to be elected and to vote; (two) to participate in the activities of this group; (three) to obtain the priority of this group service; (four) have the right to criticize, suggest and supervise the work of this group; (5) Freedom to join and quit voluntarily.

Article 11 Members shall perform the following obligations: (1) to implement the resolutions of the group; (two) to safeguard the legitimate rights and interests of this group; (three) to complete the work assigned by the group; (four) to pay membership fees in accordance with the provisions; (five) to report the situation to the group and provide relevant information.

Article 12 Members shall notify the Group in writing and return their membership cards. If a member does not pay the membership fee for one year and does not participate in group activities, it will be deemed as automatic withdrawal.

Article 13 If a member seriously violates the articles of association, it shall be removed by voting of the Council or the Standing Council.

Chapter IV Establishment and Cancellation of Institutions and Responsible Persons

Fourteenth, the highest authority of this group is the member congress. The functions and powers of the members' congress are: (1) to formulate and amend the articles of association; (2) Electing and dismissing directors; (three) to consider the work report and financial report of the Council; (4) Deciding to terminate. (5) Deciding on other major matters.

Fifteenth member representatives are elected by the member units, and the resolutions of the members' congress shall take effect only if more than half of the members present vote.

Article 16. Members' congresses are held every five years. If it is necessary to advance or postpone the general election due to special circumstances, it shall be voted by the board of directors, reported to the competent business unit for examination and approval, and approved by the association registration authority.

Seventeenth, the Council is the executive body of the member congress. The leadership society conducts its daily work during the intersessional period and is responsible to the member congress.

Article 18. The functions and powers of the Council are: (1) to implement the resolutions of the members' congresses; (two) to elect and recall the chairman, executive chairman, vice chairman and secretary general; (three) to prepare for the convening of the members' congress; (four) to report the work and financial situation to the members' congress; (five) to decide to absorb or recall members; (6) Deciding to establish offices, branches, representative offices and entities; (seven) to decide the appointment and removal of the Deputy Secretary General and the principal responsible persons of various institutions; (eight) to lead the work of this group; (nine) to formulate internal management system; (10) To decide on other major matters.

Article 19 The board of directors shall be attended by more than two thirds of the directors, and its resolutions shall be adopted by more than two thirds of the directors present.

Article 20 The Council shall meet at least once a year, and under special circumstances, it may also be convened in the form of communication.

Article 21. The research group has a standing council, which is elected by the council. When the council is not in session, it exercises the functions and powers of Article 18, items 1, 3, 5, 6, 7, 8 and 9, and is responsible to the council.

Article 22 The Standing Council shall be convened only when more than two thirds of the executive directors are present, and its resolutions shall take effect only when more than two thirds of the executive directors present vote.

Article 23 The meeting of the executive directors shall be held at least once every six months, and may also be held in the form of communication under special circumstances.

Article 24. The chairman, executive chairman, vice-chairman and secretary-general of this group must meet the following conditions: (1) adhere to the party's line, principles and policies and have good political quality; (2) It has great influence in the business field of the Group; (3) The chairman, the executive chairman, the vice-chairman and the secretary-general are over 70 years old, except for the leaders of professional cultural and artistic experts, and the secretary-general is full-time. (4) Being healthy and able to work normally; (5) Having not been subjected to criminal punishment of deprivation of political rights; (6) Having full capacity for civil conduct.

Article 25. For example, the chairman, executive chairman, vice-chairman and secretary-general of this group are all experts over the maximum working age (books, paintings, literature, photography, industrial culture, environmental art, cultural creativity and so on). Except for talents with special needs, it must be approved by the board of directors and reported to the leading department for approval.

Article 26. The term of office of the chairman, executive chairman, vice-chairman and secretary-general of this group is 5 years. If it is necessary to extend the term of office due to special circumstances, it must be approved by more than two-thirds of the members' representatives at the members' congress, reported to the competent business unit for review, and approved by the registration authority of the association before taking office.

Article 27 The Secretary-General of this group is the legal representative of this group, and the legal representative of this group does not concurrently serve as the legal representative of other groups.

Article 28. The Chairman of the Group and the Executive Chairman shall exercise the following powers: (1) Convene and preside over the Council or the Standing Council; (two) to check the implementation of the resolutions of the members' congress, the Council or the Standing Council; (3) Sign relevant important documents on behalf of the group.

Article 29. The Secretary-General of this group shall exercise the following functions and powers: (1) Preside over the daily work of the office and organize the implementation of the annual work plan; (2) Coordinating the work of branches, representative offices and entities; (3) Nominating the Deputy Secretary-General and the principal responsible persons of offices, branches, representative offices and units, and submitting them to the Standing Council for decision; (four) to decide on the employment of full-time staff in offices, representative offices and entities: (five) to be responsible for the management of member organizations; (six) responsible for the use of funds and financial management of the Association; (seven) to complete the work assigned by the Standing Council; (eight) to handle other daily affairs.

Chapter V Principles of Asset Management and Use

Thirtieth, the source of funds for the group: (1) membership fee; (2) donation; (3) government funding; (4) Income from activities or services provided within the approved business scope; (5) interest; (6) Other lawful income.

Thirty-first this group collects membership fees in accordance with the relevant provisions of the state.

Thirty-second, the group's funds must be used for the business scope and career development as stipulated in the articles of association, and may not be distributed among members.

Article 33 The Group shall establish a strict financial management system to ensure that accounting information is legal, true, accurate and complete.

Thirty-fourth, this group is equipped with accounting personnel with professional qualifications. Accounting personnel shall not concurrently serve as cashiers. Accountants must conduct accounting and exercise accounting supervision. When an accountant transfers his job or leaves his post, he must go through the handover procedures with the recipient.

Thirty-fifth, the asset management of this group must implement the financial management system stipulated by the state, and accept the supervision of the members' congress and the financial department. If the source of assets belongs to the state appropriation or social donation or subsidy, it must accept the supervision of audit institutions and publish relevant information to the society in an appropriate way.

Article 36 Before a group changes or changes its legal representative, it must accept the financial audit organized by the registration authority of the association and the competent business unit.

Article 37. No unit or individual may occupy, privately divide or misappropriate the assets of the Group.

Article 38 The wages, insurance and welfare benefits of the full-time staff of the Group shall be implemented with reference to the relevant provisions of the state on public institutions.

Chapter VI Procedures for Amending the Articles of Association

Thirty-ninth, the amendment of the articles of association of this group must be approved by the Standing Council and reported to the members' congress for deliberation.

Article 40 The revised articles of association of this group shall come into effect within 15 days after being adopted by the members' congress, agreed by the competent business unit and approved by the association registration authority.

Chapter VII Termination Procedure and Property Disposal after Termination

Article 41 If a group has completed its purpose or dissolved itself or needs to be revoked due to division or merger, the Council or the Standing Council shall propose a termination motion.

Forty-second, the motion to terminate the group must be passed by the members' congress and reported to the competent business unit for approval.

Article 43 Before the termination of the Group, a liquidation organization must be established under the guidance of the competent business unit and relevant authorities to clean up the creditor's rights and debts and deal with the aftermath. During the liquidation period, no activities other than liquidation will be carried out.

Forty-fourth this group shall terminate after the cancellation of registration by the association registration authority.

Forty-fifth after the termination of the group's remaining property, under the supervision of the competent business unit and the group registration authority, in accordance with the relevant provisions of the state, for the development of undertakings related to the purpose of the group.

Chapter VIII Supplementary Provisions

Article 46. The Articles of Association was adopted by the members' congress on June, 2065438 12.

Article 47 The right to interpret the Articles of Association belongs to the Council of the Organization.

Article 48. The Articles of Association shall come into force as of the date of approval by the association registration authority.
