Liu was born in 1948, Chenjiagou Village, Shuangwan Town, jinchang City, Gansu Province. Graduated from Academy of Fine Arts of Xinjiang Normal University. Now he is a professional painter in Xinjiang Museum. He has served as honorary chairman of several artists' associations, president of Qingshan Painting and Calligraphy Institute, first-class painter, member of calligraphers' association and member of artists' association. It has been featured by dozens of newspapers, publications, TV stations, radio stations and other media in Beijing and Xinjiang. He has a soft spot for western-style painting. The themes are mostly desert camel wind, grassland pastoral, Tianshan and Silk Road scenery, landscapes, figures, flowers and birds.
