In December 1958, the first Ningbo Federation of Literary and Art Circles was held, announcing the formal establishment of the Ningbo Federation of Literary and Art Circles. Activities ceased during the "Cultural Revolution" and resumed at the end of 1983.
In April 1980, Ningbo Literary and Art Workers Federation was re-established.
In March 1984, according to the charter of the China Federation of Literary and Art Circles, the Ningbo Federation of Literary and Art Workers was renamed Ningbo Federation of Literary and Art Circles.
By the end of 2010, *** had 3,617 municipal members, including 1,103 provincial members and 286 national members. Ningbo Federation of Literary and Art Circles currently has 22 group members, including 11 municipal literary and artist associations:

Two municipal-level enterprise (industry) literary federations: Literary and Art Association of Electric Power Bureau and Bank of China Ningbo Branch Literary and Art Federation. *** has more than 3,000 municipal-level members, including 903 provincial members and 226 national members.
It has 3 subordinate institutions, namely "Literature Port" magazine, Ningbo Art Museum, Ningbo Painting Academy, and owns "Ningbo Literary and Art Circle", website and Ningbo Federation of Literary and Art Circles Star Art Troupe, Art Training Center, Art Practice base and other positions for literary and artistic creation and activities. These literary and art positions play an active role in coordinating, connecting and serving literary and art workers, producing works and talents, and prospering and developing the city's literary and artistic undertakings.
The Sixth Congress was held in December 2004. Current Chairman Fu Dan, Party Secretary and Vice Chairman Li Zhehang, Party Committee members and Vice Chairman Zhou Jingshu and Shen Minghua (co-opted in May 2006), and part-time Vice Chairman Chen Minxian.
The Municipal Federation of Literary and Art Circles is a people's organization organization managed by civil servants. It has an office, an organization liaison department, and a creative research office. It has three public institutions under its jurisdiction: Ningbo Art Museum, Literary Port Magazine, and Ningbo Painting Academy.
