Appreciation
The meaning of the poem is: Thousands of miles of rivers and mountains, there are always thousands of miles of smoke and dust; once the emperor, there is always one dynasty of subjects. "One emperor and one courtier" is often used to describe the ups and downs of the officialdom. As soon as the superior supervisor left, the subordinates also followed suit.
