What does it mean to capsize over a million sails?

This sentence was originally evolved from Liu Yuxi's poem "Qian Fan on the side of the sunken ship and Wan Muchun in front of the sick tree" in "The First Banquet in Yangzhou". The original intention is that there are still thousands of sailboats passing through Qian Qian next to the capsized ship; Before the dead trees, thousands of trees are thriving. Refers to social changes, and now it is often used to mean that new things will inevitably overcome old things. But I think it can also be used to motivate people to work hard to avoid being surpassed.
