Where did Bi Sheng Zhaojun come from?

This sentence is taken from Xue's "Crusade to the East". The original text said, "But I saw her wearing a dragon crown, a fox tail upside down, a pheasant tail with a full moon face, dressed as two beautiful girls, a pair of phoenix eyes, a cherry with a small mouth, fine silver teeth on her red lips, a golden scale on her head, a white silk skirt embroidered with dragon patterns on her waist, and a small golden lotus, kicking a sunflower stirrup."

It describes the character Mei in the novel Xue Dongzheng and the wife of Gai, the commander-in-chief of the Eastern Liao Dynasty. She was born with a closed moon, feeling ashamed of flowers, sinking fish and falling wild geese. She was born again than Zhaojun, just like the resurrection of calligraphy, holding two embroidered Luan knives in her hand.
