"He who has not reached the Great Wall is not a true man" is a sentence from a poem "Qingpingle·Liupanshan" written by Chairman Mao Zedong in 1935. The full words are as follows:
Qingpingle·Liupanshan Liupan Mountain
October 1935
The sky is high and the clouds are clear.
You can see the geese flying south.
He who has not been to the Great Wall is not a true man.
It takes only 20,000 yuan to travel.
On the peak of Liupan Mountain,
The red flag rolls in the west wind.
Today I have a long tassel in my hand,
When will I tie the blue dragon?
