"Clouds need clothes and flowers need capacity" means that the poet's clouds are better than Yang Guifei's clothes and flowers are better than Yang Guifei's capacity. This is the beauty of Yang's clothes and capacity. The application of "Xiang" is quite ingenious and full of tension, that is, it uses personification, exaggeration and imagination to describe Yang Guifei's beautiful appearance and noble status.

The second sentence says that the peony flowers in the dew are the most vivid when the spring breeze blows. Peony is the most beautiful in the spring breeze, and so is Yang Guifei, who is loved and cared for by the emperor. The "threshold" refers to the flower fence.
The last two sentences compare Yang Guifei to a fairy living in a fairyland. The imperial concubine is like a fairy standing far away on the hill of fairyland. According to Shan Hai Jing ·Xi· Shan Jing, "Qunyushan" is the place where the Queen Mother of the West lives. The last sentence is like a fairy who meets Yao and Taiwan by chance under the moon. "Yaotai" is also the place where immortals live in myths and legends.
