Can cultivated land be cultivated?

20 19, but only for raising pigs.

20 19 the state supports the new policy of raising pigs: cancel the forbidden area and allow the use of cultivated land to raise pigs!

Ministry of Natural Resources: General cultivated land is allowed to be used for pig breeding.

A few days ago, the General Office of the Ministry of Natural Resources issued the Notice on Issues Concerning the Protection of Pig Farming Land, emphasizing the need to improve the policy of pig production land:

First, as a facility agricultural land, the pig breeding land is managed according to agricultural land, and there is no need to go through the examination and approval procedures for construction land; Under the premise of not occupying permanent basic farmland, reasonably arrange land space, allow general cultivated land to be used for pig breeding, and do not need to balance the occupation and compensation of cultivated land for breeding purposes.

Two, pig breeding pens, venues and green belts and other production facilities, according to the scale of farming to determine the scale of land use; Increase the scale of land for ancillary facilities, cancel the upper limit of 15 mu, and ensure the demand for land for facilities such as pig breeding production waste treatment.

Third, encourage the use of barren hills, gullies, barren hills, barren beaches and rural collective construction land and original breeding facilities for pig breeding production, and all localities can further formulate policies to encourage and support them.

In the past, the land used for farms was often agricultural land, and it was not allowed to occupy general cultivated land. Li Guoxiang, a researcher at the Institute of Rural Development of China Academy of Social Sciences, said that the announcement was indeed a very favorable opportunity for farmers and aquaculture investors.

In addition, some experts believe that opening up new farms is conducive to reducing the incidence of African swine fever, and solving the land problem is very effective for the recovery of pig production capacity.

Ministry of Ecology and Environment, Ministry of Agriculture and Rural Affairs: No pig breeding areas shall be designated unless prohibited by law.

Recently, the Ministry of Ecology and Environment and the Ministry of Agriculture and Rural Affairs jointly issued a notice to further standardize the delineation and management of livestock and poultry breeding areas.

The notice pointed out that except for drinking water source protection areas, scenic spots, core areas and buffer areas of nature reserves, urban residential areas, cultural, educational and scientific research areas and other areas where farming is prohibited by laws and regulations, no breeding areas may be designated. Other rules and normative documents other than national laws and regulations and local regulations shall not be used as the basis for delineating no-raising areas.

For large-scale farm households that need to be relocated after being shut down in the forbidden area, priority will be given to supporting reconstruction in different places, and the environmental impact assessment approval will be accelerated for livestock and poultry breeding construction projects that meet environmental protection requirements. For farms that really need to be closed, a reasonable transition period is given, and simple practices such as "all shut down" are strictly prohibited.

The notice also pointed out that the situation of restricting the development of pig industry and reducing the production capacity of pigs in violation of laws and regulations should be rectified immediately.

Zhu Zengyong, an associate researcher at the Institute of Agricultural Information, Chinese Academy of Agricultural Sciences, pointed out that the original "one size fits all" illegal pig ban was corrected in time, and the overall control measures against pig raising were strengthened, which played a very positive role in promoting the stability of pig production and the recovery of production capacity in the later period.

Expert: With the strengthening of policies, the supply of live pigs will increase next year.

The production cycle of live pigs is as long as 12 to 14 months, and it will take time from the implementation of measures to the recovery of industrial chain. Zhu Zengyong predicted that the current measures to ensure the supply of live pigs will play a positive role in the supply of live pigs next year. Starting from next year, with the gradual recovery of the supply of live pigs, the price of pork will gradually fall.
