How to understand "The letter calls for death, but the spirit calls for life"

3:18 And we all, with open faces, beholding as in a mirror the glory of the Lord, are being transformed into the same image from glory to glory, just as by the Spirit of the Lord.

Because the ministry in the Old Testament was based on legal laws, it was a ministry that caused death and condemnation, and had only a short-lived and vague glory. The law sets standards for good and evil, but it does not give people the ability to do good. Under the law, people can only be condemned and accept the penalty of death. When Moses spoke to God and received the law from God, his face was temporarily touched by the glory of God. After Moses finished speaking to the people, he covered his face with a veil. It means that Moses did not want the people to see the glory on his face gradually fading, and the fading of this glory symbolized the short-term effect of the Mosaic law.

The ministry of the New Testament is the work of the Holy Spirit, the ministry of making people live and justify, so it has eternal and great glory. Changes in life are caused by the Spirit of the Lord. When a person believes in Christ, his mind is no longer ignorant. The original text indicates that the glory gradually increases, or that the glory comes from God. In contrast to the face of Moses in the Old Testament, in the New Testament this veil has been removed and believers can directly see the glory of the Lord.
