One of the difficulties in the current work of grass-roots trade unions 1 It can be said that most grass-roots party and government leaders now believe that grass-roots trade union organizations are to organize employees to engage in cultural and sports activities, and at most to participate in activities to express condolences to employees in difficulty. On major issues such as administrative decision-making and personnel, trade unions are dispensable, and even think that trade unions are best not to intervene. Most of the trade union cadres at the grass-roots level come from production grass-roots posts, and their awareness of participating in and discussing state affairs is not strong, their ability is not high and their scope is limited. On issues concerning the overall situation, some grassroots leading cadres have a certain degree of "bureaucratic" style, ignoring the participation role of trade union representatives, and often emphasizing that everything should be subordinate to and serve this center on the pretext of tight production and busy work; If trade unions want to make suggestions and safeguard workers' rights and interests, they will be labeled as "obstructing production and operation" or even being labeled as split and disunited. Some units simply regard the establishment of grass-roots trade unions as a form and a decoration to cope with the above inspection, which has no practical significance. This virtually makes it difficult for trade unions to participate. 2. It is difficult to straighten out the relationship. Grass-roots trade unions need administrative human and financial support to carry out their work, so trade unions need to report the feasibility of things to the administrative department in time. Grass-roots trade unions belong to the party branch, and the secretary of the general branch of the party has no financial power, but only lip service. In some units, the chairman of the trade union is the secretary of the party branch, and the party and government leaders can negotiate, and the situation is better; However, if the production situation is tight or some administrative leaders are not interested in carrying out trade union work and think it is unnecessary, trade union work will be called "Shui Piao". In this way, trade unions are often in a dilemma. If you persist blindly, you will offend the administrative leaders, and the relationship will be difficult to handle, which will affect your future work. If the branch secretary does not attach importance to trade union work, then it is best not to mention the development of trade union work, even if the following employees have high requirements, they cannot carry out it. 3. It is difficult to carry out activities. On the one hand, trade union organizations need funds to carry out activities, while grass-roots trade unions do not have such expenses. If they apply to the higher-level trade union organization, it is difficult to implement it; Even if implemented, times have changed and these activities have lost their meaning. On the other hand, trade union activities need to occupy certain working hours and manpower. Some activities even conflict with production and operation, which greatly increases the burden of administrative leaders. On the surface, they either disagree or agree, but they are not happy in their hearts, which leads to the obstruction of trade union activities in name only. On the other hand, the development of trade union activities depends on the interests of party and government leaders. If the leader is not interested, you'd better not mention it. It's no use mentioning it. Second, the problems existing in grass-roots trade union work 1, lack of understanding of the importance of trade union work. Individual comrades, including grass-roots leaders and trade union members or workers, have no clear understanding of the tasks, nature and functions of grass-roots trade union work, and have no sense of pressure and responsibility. Some comrades even think that trade union work is dispensable, as long as they do their job well and do a good job in production and operation. They don't know enough about the importance and necessity of grass-roots trade union work, and they don't understand the trade union work in the new period, which is extremely unfavorable to the development of grass-roots trade union work. It can be said that most grassroots party and government leaders do not understand the trade union law, nor can they attach importance to the opinions and suggestions of the broad masses of workers. 2. The quality of trade union cadres is low. Judging from the current situation of the grass-roots trade union ranks, the quality of the trade union ranks is uneven and generally low. Most of them have not received formal training, and their theoretical and professional levels are not in line with the situation; Some are old and have the idea of muddling along; Some of them are very young. Although they are active, they lack experience. In particular, most of them are part-time jobs that are only busy with production and indifferent to trade union work. Even if they take some actions, they just bite the bullet and deal with it. 3. Lack of active innovation in trade union work. Many leading cadres and grass-roots trade union workers have outdated concepts and remain in the planned economy mode, with poor independence. As long as the superior trade union arranges the work, it will copy it and engage in some outstanding activities, with no emphasis on methods and effects; Some trade union workers have poor initiative, and unilaterally think that trade unions are led by party organizations, which often push them, so that they can make a difference, not strive for progress, and be content with the status quo. Trade union work involves all aspects, but some comrades can't meet the needs of current trade union work and often can't grasp the key points of work. Some people don't know enough about themselves, don't pay attention to them, and muddle along. Monks often do some superficial work to cope with the above inspection when they run into the sky. Three. Countermeasures to strengthen the work of grass-roots trade unions. Strengthening training and improving quality At present, with the development of domestic and international situation and reform and development situation, new things, new knowledge and new problems emerge one after another, which brings both opportunities and new challenges to the trade unions. This requires grass-roots trade union workers not only to have high ideological quality and strong sense of responsibility, but also to have corresponding theoretical quality, be familiar with trade union law, labor law, civil law, company law, contract law, enterprise law and other relevant laws and regulations, and gradually improve their coordination and organization ability in trade union work. The county Federation of Trade Unions and the joint trade union organizations of all systems should strengthen the training of grassroots trade union cadres and hold 1-2 training courses for trade union cadres every year to meet the needs of trade union work in the new period. 2. It is the soul of grass-roots trade unions to innovate methods and improve the vitality of innovation. Practice has proved that. Only by proceeding from reality, emancipating the mind and constantly innovating in practice can grass-roots trade unions gradually improve and strengthen their work. First of all, the work of grass-roots trade unions should be innovated in the operating mechanism. First, we must adhere to the system of workers' congresses and give full play to the democratic participation, decision-making, management and supervision of workers' congresses; Second, adhere to the system of openness in government affairs and factory affairs, and promptly disclose the major decisions of the reform and development of the unit that employees care about, major issues involving the vital interests of employees, and the construction of a clean government for leading cadres in the unit; Third, safeguard the legitimate rights and interests of employees as a whole, and do practical and good things for employees; Fourth, adhere to the democratic appraisal of cadres by workers' congresses, and superior leaders and organizational departments should regard the appraisal results as an important system and an important basis for assessing leading cadres. Secondly, trade unions should combine their own work characteristics and put business and technological innovation in a prominent position. At present, some units have carried out a series of activities such as "innovation and efficiency improvement", "rationalization proposal" and "labor competition", which have created a harmonious and upward internal environment of the unit and created a high-quality workforce. Grass-roots trade union organizations should constantly pay attention to studying new methods and solving new problems, exploring the objective laws and characteristics of economic development and social management under the new situation, paying attention to studying and discussing the flexible use of ideological education, skills training and other means to fully mobilize and protect the enthusiasm of employees; Grass-roots trade union personnel should also go deep into the masses, understand the psychology of employees, grasp the psychological pulse of employees, do more work of respecting, caring for and understanding people, and make more efforts to do practical things for employees in the unit. 3. The realization of the system. A pragmatic system will provide a strong guarantee for the work of grass-roots trade unions. However, no matter how well the system is formulated, the key is to implement it in order to see the actual results. However, at present, there is a common phenomenon that the system is not implemented in place at the grassroots level: first, the system of workers' congress is not implemented, and meetings involving major decisions in production and operation need to be discussed by the workers' congress, which is often replaced by administrative meetings; Even if the workers' congress is held, the trade union staff will not, dare not or are unwilling to participate. Second, the system of openness in government affairs and factory affairs is not implemented. Although some grass-roots units have formulated a perfect system of opening government affairs and factory affairs, as well as the exact time, content and methods, they are only used as a decoration, and there is no "factory affairs open column" and they have never been made public. Even if it is made public, it is not a concern of employees, and it cannot play a role in democratic supervision and promoting the building of a clean government. Third, the activities of innovation and efficiency improvement are not solid. Although some grass-roots units have formulated a series of innovative and synergistic systems, they have not carried out many activities, the organization of activities is not flexible, the evaluation criteria are not clear, and the operability is not strong. Can not be included in the synchronous assessment, synchronous cash, did not establish a competitive incentive mechanism, dampened the creative play of employees. Therefore, our grass-roots trade union units should reverse this phenomenon as soon as possible, otherwise the influence and appeal of trade unions will become weaker and weaker, and good results will not be achieved. 4. Use a small amount of money to play a greater role. Union funds are already limited. Rational use and maximum efficiency are issues that all grass-roots trade unions must consider. Funds are the foundation of trade union activities. Judging from the current situation of some grass-roots trade unions, the key to the vitality development of grass-roots trade unions is to implement the funds for trade union activities and make good use of economic "leverage". However, due to the limitation of trade union funds, some units are often afraid or difficult to carry out trade union work boldly. If the activities are carried out little or hard, the enthusiasm of employees will be dampened, and trade unions will be dead, thus affecting the virtuous circle of production and business activities to a certain extent. Therefore, it is suggested that independent accounting units at the grass-roots level should set up separate accounts for trade union funds for special purposes. Specific management measures can be taken, such as grass-roots units applying, reporting to higher-level trade unions for approval, unit budget review, administrative distribution of sources according to regulations, or proportional distribution of total income of enterprises and units, membership fees, encouraging trade unions to generate income, etc. The use of trade union funds will be closely combined with the meritorious service activities, advanced selection activities, innovation and efficiency enhancement, send warm activities and cultural and recreational activities in different periods in grass-roots units. Every expenditure will be made public in detail, and employees will consciously accept their participation and supervision, so as to maximize the role of "doing great things with small money" and promote the smooth development of grass-roots trade union work and the healthy and stable development of enterprise units. 5. Straighten out relationships and participate in decision-making. In the new form, we should strengthen our study and master new knowledge, new policies and new trends. Even if we do a good job in summing up and reporting the work of trade unions, we will straighten out the relations in all aspects, strive for a reasonable and legal status for grass-roots trade unions, and provide guarantee for the smooth development of trade union work!
