Legal analysis: China People's Liberation Army shoulders the heavy responsibility of defending the motherland, and spouses of officers (including civilian cadres, the same below) have made many sacrifices to support army building. To properly solve the problem of resettlement of spouses of officers who meet the requirements for enlistment is to relieve the worries of officers and enable them to devote themselves to the revolutionization, modernization and regularization of the army, which is the fundamental interest of the country and the people. People's governments at all levels should take solving the problem of resettlement of spouses of officers as an important task to support army building, consolidate and strengthen national defense, make careful arrangements, supervise and inspect them, and ensure their implementation.
Legal basis: Interim Measures for Resettlement of Demobilized Military Cadres
Sixteenth demobilized military cadres are generally placed according to their origin or the province (autonomous region or municipality directly under the central government) where they joined the army, or according to the place where their spouses had permanent residence before joining the army or when they got married.
Article 54 The Party committee and government in the resettlement area shall, with reference to their job grades and reasonable occupational arrangements, accept resettlement at the same time as demobilized military cadres and issue a notice of registration. Transfer-in and transfer-out units increase or decrease the total wages accordingly.
