What thoughts and feelings does the poem Feng express?

The ancient poem "Wind" was written by Li Qiao, a poet of the Tang Dynasty. The content is as follows:

Three autumn leaves fall, but February flowers bloom

Thousands across the river The waves of a foot can enter the bamboo poles and tilt them

Autumn wind can make all things wither, but spring breeze can make flowers bloom. When the wind blows over the river, the waves on the water surface are rolling. When the wind blows into the bamboo forest, the bamboo poles are seen tilting together.
