Facilities need electricity to run.
Three reasons and countermeasures:
1. The power plant has just been built and there is no raw material, so there is no electricity. Therefore, raw materials are transported from the port or mined from our own island, but the amount of exploitation is limited.

In addition, due to the limited number of minerals, players want to supply all minerals to power plants, but many times they export most of them overseas, which leads to power outages. Therefore, the buildings needed by power plants are separated from major cities to avoid power outages caused by insufficient transportation or excessive exports.
Establish mines and power plants far away from major cities.
