Yosano Kaoru was born in Chiyoda Ward, Tokyo. She is an authentic Tokyoite, born into a diplomatic family, and can speak fluent English. His grandparents are the famous modern Japanese poet Yosano Tetsukan and his wife Yosano Akiko. His grandmother, Yosano Akiko, is a famous Japanese haiku poet and is known as the first modern female poet in Japan.
Yosano loves Go in his spare time, and was specially awarded an amateur 7-dan certificate by the Nippon Go Academy.
Yosano graduated from the Law Department of the University of Tokyo in 1963, and later entered the Japan Atomic Energy Power Co., Ltd. under the introduction of Nakasone Yasuhiro. In 1968, he resigned and became Nakasone's secretary. In 1976, he was elected to the House of Representatives on behalf of Japan's Liberal Democratic Party.
