Wei was once a "Sanweilang" and a secretariat of Chuzhou, Jiangzhou and Suzhou. He was deeply worried about the political corruption in the mid-Tang Dynasty, and was also concerned about the sufferings of people's livelihood, but he could do nothing. This poem expresses his feelings euphemistically.

In the Tang Dynasty, Chuzhou was ruled by the city of Chuzhou, Anhui Province, and Xijian was in the western suburbs of Chuzhou. This poem describes the quiet scene of the mountain stream and the poet's views on the spring water of Xixi Chuzhou and the crazy crossing of ebb tide and rain.
