In order to prepare for military struggle, cultivate the fighting spirit of the troops, and stimulate morale, in November 2004, the Propaganda Department of the General Political Department issued a letter to the entire military and all walks of life. Send a notice to collect widely the queue songs that express the fighting spirit. After the notice was issued, it received enthusiastic response from the army and all walks of life. All major units across the army actively carry out mass cultural activities by organizing creative classes, singing evenings and other forms. From the leaders of large units to the new soldiers who just joined the army, they all enthusiastically wrote lyrics, composed music and contributed works.
After receiving their tasks, some professional songwriters went to the grassroots troops to experience life, went to plateaus and islands, held symposiums, observed military training, and learned the military's combat style, which further stimulated their creative enthusiasm. Many songwriters from local literary and art groups also actively participated in the creation, expressing the aspirations of local art workers.
