At 7: 03, the city gate usually opens at dawn, allowing businessmen to set up stalls and scaffolding in the city. In order to prevent Jerusalem from being attacked by unprepared enemies, Nehemiah ordered to wait until the sun rose and people regained their vigilance before opening the gate.

7:3 The wall was built, but the project was not finished. Nehemiah arranged for each household to guard a section of the wall opposite his house.
