What does Wang Xue Wang Shouren's poem mean?

Wang Shouren's "Looking at the Snow" is the same as China's ancient traditional poetry-lyrical by borrowing scenery. The first two sentences describe the feeling (cold) and sight of climbing the balcony in the morning after a snowstorm. Please don't sing elegant music like spring snow, because there are still many people who can't eat. There is concern for people's sufferings between the lines.
