The establishment of a specialized united front work organization by the Communist Party of China began after the formation of the Anti-Japanese National United Front. In December 1937, the Political Bureau of the Central Committee of the Communist Party of China decided to organize a delegation of the Communist Party of China to Wuhan, the Kuomintang-controlled area, to be responsible for contact and negotiation with the Kuomintang. This was the earliest united front organization. Since then, some Central dispatched offices of the Communist Party of China and certain provincial committees have successively established United Front Work Departments.

The "Decision on the Provisional Organizational Structure of Party Committees at All Levels" passed by the Sixth Plenary Session of the Sixth Central Committee of the Communist Party of China in 1938 stipulated that a United Front Work Department should be established under party committees at all levels above the district committee.

Main Responsibilities

1. Investigate and study the theory, principles and policies of the united front, organize and implement the central government’s principles and policies on the united front; report the overall situation of the united front to the central government and propose Provide opinions and suggestions on carrying out united front work; inspect the implementation of united front policies and coordinate relations among all aspects of the united front.

2. Responsible for contacting all democratic parties and representatives without party affiliation, reporting the situation in a timely manner, and reflecting their opinions and suggestions; studying and implementing the multi-party cooperation and political consultation system under the leadership of the party and the policies for democratic parties , policies; implement the central government’s work on giving full play to the role of democratic parties and non-party personages in participating in government affairs and democratic supervision.

Do a good job in organizing and liaison work for the Party Central Committee to conduct political consultations with democratic parties; be entrusted by the Central Committee to inform democratic parties and non-party personages of the spirit of the Central Committee; support and help democratic parties strengthen their own construction, select and train new A representative figure of a generation; assisting relevant departments to help democratic parties improve working conditions.
