During the reign of Emperor An of the Jin Dynasty, the imperial court wanted to eliminate the bad governance in Lingnan, so it sent Wu Yinzhi to serve as the governor of Guangzhou.
When Wu Yinzhi took office, he came to Shimen, thirty miles away from Guangzhou (in the northwest of today's Nanhai County, Guangdong Province). There was a clear and clear spring water here. There is also an ancient local legend that even an honest person will become a greedy person once he drinks this water.
