What does Oscar Wilde mean by looking up at the stars in the gutter?

Sewer is a metaphor or symbol of social status quo, while starry sky is a symbol of beautiful ideal. Although the living conditions are poor, just like in a dirty sewer, many people still don't forget to look up at the sky, accept the guidance of starlight, and fly their hearts to high places, that is to say, they have not given up their ideals and pursuits and yearned for a better life.

We are all in the gutter, but some people still look up at the stars (but some of us are looking up at the stars). )"
