There are two significant differences between the two. First, the research object, astronomy is the starry sky, astrology is the personnel; Astronomical observation is the process of research, and astrology is the inference after research. The only intersection between them is the starry sky, but they are actually completely different theoretical systems.
Even in ancient times, Sirius came out with the sun when a meteor passed by. This process can be classified as astronomy, but astrologers seldom go to see meteor showers, right? As for the subsequent inference of personnel, nature has nothing to do with astronomy, and it is indeed the main business of astrology.
In a word, my personal opinion is that astronomy and astrology are two completely different systems under the stars. On the same basis, the two developed independently. Astronomy became a theory much later than astrology, but the development of astronomy is not based on astrology at all, so it is unreasonable to say that astronomy originated from astrology.
Maybe biology can better explain this problem. Comparing astronomy to monkeys, astrology is a rabbit, a primate and a rabbit-shaped order. Monkeys appeared later than rabbits, but did not evolve.
