Tested with version 2.6.0, it is normal to download pdf documents in China HowNet. After clicking PDF, no new page will open, but Safari will. Also, compared with Safari and UC browsers, I don't see the option to send to other applications to open documents at the top of the preview. This can provide screenshots and link tests.
