The bookstore in Mengzhong Tucheng is near the coordinates (410,323). From Tucheng, run straight to the right and pass the broadsword guard. Then go in through the courtyard door of the bookstore and see the store door. Go in through the door and see an NPC who is the bookstore (as shown below).
