Article 3 The press and publication administrative departments of the people's governments at or above the county level (including the county level, the same below) are the administrative departments responsible for the printing of books, newspapers and periodicals, and are responsible for the implementation of these Measures.
The public security, industry and commerce, foreign economic and trade, customs and other administrative departments shall perform their respective duties in accordance with the law, and coordinate with the press and publication administrative departments to manage the printing of books, newspapers and periodicals. Article 4 To operate the printing industry and implement the license system, the approval and registration procedures must be carried out according to the following procedures:
(1) Printing industry operators shall submit an application to the press and publication administrative department at or above the county level where they are located. Review and approve, obtain a printing industry license (the license is uniformly printed by the provincial press and publication administrative department), apply to the public security department at or above the county level for the certificate, and upon approval, obtain a special industry business license, and register with the industrial and commercial administrative department with two certificates Register, obtain a business license, and then start business.
Units that are engaged in the business of printing books, newspapers and periodicals exclusively or concurrently must also apply to the provincial press and publication administrative department. After approval and obtain a printing license for books, newspapers and periodicals, they are allowed to engage in the printing business of books, newspapers and periodicals. .
It is prohibited to operate without a license or license.
(2) The establishment of joint-venture cooperative printing enterprises and joint-venture cooperative book and newspaper printing enterprises shall be reviewed by the provincial press and publication administrative department. Book, newspaper and periodical printing enterprises must also report to the national press and publication administrative department for approval, and then submit to the foreign economic and trade administrative department for approval. They must go to the relevant departments to handle other procedures in accordance with the prescribed procedures with the two approval documents.
(3) Printing industry operators who change registration items, change business, cease operations, merge, split or relocate must go through the change or cancellation procedures with the original approval department. Article 5: A fixed-point system is implemented for the printing of books, newspapers and periodicals, and the scope of printing undertaken by book, newspaper and periodical printing enterprises shall be implemented in accordance with the relevant regulations of the national press and publication administrative department.
Publishing units must entrust the printing of publications in accordance with regulations. Non-publishing units may not engage in the agency printing business of publications without the approval of the provincial press and publication administrative department. Article 6 Enterprises that undertake the printing of books, newspapers and periodicals, in addition to complying with the provisions of Article 5 of these Measures, must also perform the following procedures:
(1) Enterprises that undertake the printing of books entrusted by printing and publishing units must verify the publication The original copy of the formal issuance and printing order with the official seal of the unit; if the company is entrusted to print newspapers or periodicals, the newspaper or periodical registration certificate must be verified; if the company is entrusted to print additional editions or supplements of newspapers or periodicals, the provincial press publication must also be verified The original approval document of the administrative department agreeing to publish additional editions and supplements; those who undertake the entrustment of printing books and periodicals, in addition to verifying the above-mentioned documents and certificates, must also verify the power of attorney for printing books and periodicals issued by the publishing unit in accordance with regulations.
(2) To undertake the printing of informal publications such as internal materials entrusted by non-publishing units, the printing approval certificate issued by the press and publication administrative department at or above the county level must be verified according to jurisdiction; to undertake printing is approved by the province For newspapers and periodicals published continuously, the original registration certificate issued by the press and publication administrative department must be verified.
(3) To print publications across provinces, a printing approval certificate must be issued by the provincial press and publication administrative department where the printing unit and the printing unit are located.
(4) To undertake overseas printing business (including Hong Kong, Macao and Taiwan), it must be reported to the provincial press and publication administrative department with valid certification documents and a list of semi-finished products and raw materials suitable for the printing business. approve. When semi-finished products, raw materials and finished products enter and leave the country, the customs shall supervise and inspect them based on the approval documents of the provincial press and publication administrative department and other valid relevant documents. All printed publications must be transported out of the country, except those approved for domestic sales and distribution, and are not allowed to be sold or spread domestically.
Applying for outbound printing shall be reviewed by the provincial press and publication administrative department, reported to the national press and publication administrative department for approval, and customs procedures shall be completed in accordance with regulations.
(5) The printing of religious documents must be approved by the State Council Religious Affairs Bureau or the Provincial Religious Affairs Bureau and the Provincial Press and Publication Administration Department, and reported to the local public security department for filing, and shall be managed by the Provincial Press and Publication Administration Printed by the printing enterprise designated by the department.
